A New Chapter of China-US Sub-National Exchanges——First China-US Governors Forum Held in the U.S.

The first China-US Governors Forum, co-hosted by the CPAFFC and the US National Governors Association (NGA) was held at Salt Lake City, Utah, from July 13 to 16, 2011. The creation of the Forum, a follow-up of the important achievements of President Hu Jintao’s state visit to the U.S. last January, is not only considered conducive to the institutionalization and promoting the growing maturity of the bilateral relationship, but also has significance for the further development of a cooperative partnership.     

Simultaneous Homicide–Suicide: A Case Report of Double Drowning

Homicide–suicide is a tragic phenomenon which typically does not result in a criminal charge or trial. However, correct diagnosis and classification of homicide–suicide cases are important to determine the perpetrators and dynamics of each category properly. The deaths in the homicide–suicide acts can be divided into two categories with respect to the number of involved individuals: dyadic deaths and triple or multiple deaths. These two categories can also be divided into two subgroups according to the chronology of the incidents: simultaneous deaths and consecutive deaths. Herein, a simultaneous homicide–suicide case of a father and daughter where both deaths occurred through drowning which was not found in the selected literature review and where the victim was a child is presented. The article aims to clarify the term discrepancies about multiple death cases in the literature and to discuss the pathological and psychosocial characteristics of the simultaneous dyadic death cases.

浅析警务实战中“控制技术”及其运用

“控制技术”是人民警察在执法活动中所必须掌握和使用的一项基本技术、技能。它所包含的内容主要有语言控制、武器戒备控制和肢体控制三种形式，它应归属于警务实战的应用学科，属于警务实战的技术技能范畴。     

尼龙植绒拭子与棉拭子血痕DNA分型效果比较

目的探讨尼龙植绒拭子与棉拭子血痕DNA分型检验的效果。方法取抗凝全血用去离子水倍量稀释2、4、8、16、32、64、128倍,各取1μL分别滴加于尼龙植绒拭子与棉拭子头部,干燥制成血痕,应用Chelex-100提取每个浓度两种材质拭子的血痕样本DNA,采用Identifiler Plus试剂盒进行复合扩增,3500XL型遗传分析仪进行检测,对比各组DNA分型检验成功率。结果 1检验成功率:稀释16~64倍尼龙植绒拭子血痕均明显高于相同稀释倍数的棉拭子血痕(P0.001);其余浓度血痕两种材质拭子的检验成功率无明显差异;2分型图谱峰高和均衡性:不同浓度尼龙植绒拭子血痕峰高多为棉拭子血痕的2倍以上,16~64倍稀释血痕尼龙植绒拭子均衡性更好。结论尼龙植绒血痕拭子的检验效果优于棉拭子血痕,在微量血痕检验时优势更明显。     

Incised wound margins caused by steel blades. Scanning electron microscopy to determine wound direction

The aim of this paper has been to check the diagnostic ability of Scanning Electron Microscopy (S.E.M.) to determine wound direction. We have studied incised wound margins caused by steel blades in human skin samples from cadavers by S.E.M. It was found that a lateral accessory tail existed in 65% of the entrance edges. This finding was recorded in all the cases when wound direction was perpendicular to Lancer's lines of the skin area in which the wound was located. No similar finding in the exit tails was noticed. The depth and length of the wound margins was less accurate an index of the wound direction than a lateral accessory tail. We think that this finding could be useful in determining the entrance margin in incised wounds.     

The Logics of Supranational Human Rights Litigation,Official Acknowledgment,and Human Rights Reform: The Southeast Turkey Cases before the European Court of Human Rights, 1996–2006

This article examines the domestic impact of supranational human rights litigation on acknowledgment of state violence in the context of macroprocesses of global governance. The article's argument is that the impact of supranational human rights litigation on the process of acknowledgment must be seen through counternarratives on state violence. The article undertakes a detailed textual analysis of the truth claims and denial strategies that emerged from the European Court of Human Rights proceedings on state violence during Turkey's struggle against the armed group the Kurdistan Workers Party (PKK). It assesses these in the context of the human rights reforms that were created following pressure from European-level governance processes. The article argues that attention must be paid to agency in acknowledgment and truth-telling processes, and points to the limits of technical-bureaucratic forms of human rights reform interventions in the context of state violence.
