The terms of trade and real import capacity of the tourism sector in Tanzania

The paper argues that in the nineteen‐seventies, international tourism in underdeveloped countries is liable to have experienced the following: (a) a lower rate of growth of price; (b) a decline in the terms of trade for the sector; (c) a lower rate of growth in the real import capacity of the sector. These hypotheses are demonstrated for an area of holiday tourism, and for tourism in general, in Tanzania up to the end of 1976. Reference is made to the part played by the depreciation of the currency against the separate currencies of the major tourism markets.     

Anglo–American Relations 1950–51: Three Strikes for British Prestige

In 1949–1950, Britain rejected ideas of being a third force between the post-war Superpowers and adopted instead an approach that has been the keystone of British foreign policy from that point onwards: “hugging America close.” The aspiration was to establish a position closely related to the United States yet sufficiently independent, effectively to harness American power to British ends. This now familiar position has been much-debated recently in the context of post-9/11 military interventions in Iraq and Afghanistan especially. However, this analysis examines three crises immediately following the British decision in 1949–1950 to give priority to the Anglo–American “special relationship” to demonstrate that, for Britain, this policy from the onset was both advantageous and potentially difficult. The outcomes of crises over NATO's Atlantic Command, Iranian oil, and ANZUS demonstrate how expansion of United States influence benefitted Britain but sometimes also required painful British adjustment and loss of prestige.

Since 1995 Dr. Brendan O'Shea, a former European Union Monitor, has been studying developments in the Balkans with his predictive article, Kosovo—Another Bosnia in the Making, awarded the Seamus Kelly Literary Award in Ireland. Nine years after NATO troops first deployed in Bosnia, and five years after KFOR commenced operations in Kosovo, he once again examines the overall situation in the region and is ill at ease with his findings.     

THE ODDS ON CASINO PAINTINGS

ABSTRACT

This article considers the role of decorative paintings in two South African casinos, namely Carnival City and Caesars Gauteng. It suggests that entertainment landscapes such as casinos are subject to subtle and elaborate mechanisms whereby the creation of seductive milieus reinforces the myth of leisure and paradigms of hedonistic consumption. The use of strategies such as themeing is examined in order to propose that entertainment is increasingly predicated on the imperative of creating exotic, fantastic, escapist or extraordinary experiences – but at a price. The contentious issue of the need for a more authentic so-called African identity in casino developments is also broached. The authors point out that within the postmodern cultural hypermarket of unlimited choices, eclecticism and pastiche, cultures and histories have the potential to be reduced to themes and stereotypes, and can be endlessly re-duplicated in simulacral fantasy landscapes. This production of escapist consumer spaces is important, because the social role of casinos in South Africa has undergone radical changes during the last few years – far from being places of adult entertainment, they now embrace diverse forms of leisure activities for families.     

The Public’s Anger: White Racial Attitudes and Opinions Toward Health Care Reform

Pundits and politicians debated whether race was implicated in the rancorous public forums and demonstrations over health care reform. Research suggests that for many white Americans, racial predispositions play a greater role in their opinions on health care than non-racial predispositions. Building on this work, I examine the extent to which anger uniquely activates white racial attitudes and increases their effect on preferences for health care reform. My theory suggests this effect occurs because anger and thoughts about race are tightly linked in memory. Using a nationally representative experiment over two waves, I induced several emotions to elicit anger, fear, enthusiasm, or relaxation. The results show that anger uniquely pushes racial conservatives to be more opposing of health care reform while it triggers more support among racial liberals. On the other hand, anger does not enhance the effect of race-neutral principles on health care reform.     

Collaborative efforts to improve system response to families who are experiencing child maltreatment and domestic violence

The Greenbook demonstration initiative provided federal funding and other support to six communities to establish collaborations to plan and implement policy and practice changes in systems that serve families who are experiencing domestic violence and child maltreatment or child exposure to domestic violence. The demonstration sites established and organized collaborative groups in accordance with the Greenbook foundational principles and recommendations, including representation from multiple levels within the primary partner systems and other organizations, as well as the community. The sites struggled with how to engage consumers of the primary systems, however, and devoted a great deal of time to understanding and addressing organizational differences among the partners. Other salient collaborative influences included leadership, resources, trust, and commitment. The stakeholders noted that the collaborative relationships required a great deal of work but were ultimately one of the main successes of the initiative.     

Hero or Villain? Cinematic Lawyers and the Delivery of Justice

This essay is concerned with two specific issues that have as their backdrop the heroic central figure, the trial lawyer. First it considers the role of screen lawyers in seeking to maintain public (in this sense the public is the community within the film) support for the due process of law. The issue is the link between the lawyer and the initiation of the formal legal process. Essentially it is the extent to which the lawyer defends the institution of law. The second part of the piece considers when screen lawyers are permitted to go outside the formal process of law to ensure that the right result is achieved. It examines instances of where lawyers have been prepared to go 'beyond law' to achieve justice. Such acts raise a number of questions concerning how such behaviour affects perception of the legitimacy of the law, professional ethics, and the relationship between law and justice
