State Social Services Contracting: Exploring the Determinants of Effective Contract Accountability

This article examines the effectiveness of contract accountability in social service contracts. The analysis is based on five case studies of Kansas contracts for selected welfare, Medicaid, and foster care and adoption services. Results indicate the state has achieved moderate to high levels of accountability effectiveness, especially in terms of specifying social service contracts and selecting appropriate accountability strategies. However, accountability is undermined by the use of risk shifting, reliance on a system of multiple competing providers, and the adoption of new information technologies. These conclusions contradict the conventional wisdom, theory, and existing research on contracting.

State formation,development, and the politics of self-help in Kenya

Issues of rural development, state formation, and political effectiveness are of paramount importance in Africa today. Analysis of Kenya's Harambee self-help approach to development contributes to our understanding of these issues by clarifying not only the ways in which political and economic concerns are linked in one African nation in a hierarchy based on a patrimonial model of political behavior but also some facets of elite behavior and peasant-state relationships. This paper argues that self-help is central to Kenyan politics and hence to the operation of this model of political behavior, serving the interests and needs of both Kenyan elites and rural communities. Through their self-help projects rural Kenyans neither reject the state retreating into the economy of affection nor permit elites exclusive access to the benefits of both public and private resources. Rather, using elite networks to gain support for self-help projects, residents of rural communities improve their access to highly valued collective goods. These processes are currently being modified in some important ways by the Moi government.     

Strain and violence: Testing a general strain theory model of community violence

Agnew's General Strain Theory (GST) has come to be recognized as an increasingly important explanation for violence at the individual level. Drawing on this individual level theory, Agnew [Journal of Research in Crime and Delinquency 36 (1999) 123] recently suggested that GST might also be applicable to explaining variations in community crime rates. This macro level General Strain Theory (MST) has, however, rarely been empirically examined. This article provides an examination of some of the central ideas in Agnew's MST using data from sixty-six neighborhoods in a southern state. The findings presented here suggest that neighborhood disadvantage and stability significantly affect neighborhood levels of strain. In turn, strain significantly affects levels of violence. The extent to which the effects of strain on violence are conditioned by levels of informal social control and social support/capital are also examined in this article. The results are partially supportive of MST.     

Strategising prevention: a critical review of local initiatives to prevent female sex trafficking

This article reviews prevention strategies initiated and implemented by NGOs across the globe to address female sex trafficking. It sets out the conceptual bases for anti-trafficking measures in general, and prevention measures in particular, before presenting a representative cross-section of programmes and approaches that are currently underway. The authors identify some of the gaps apparent in these responses, and offer recommendations to improve the implementation of prevention strategies. The article concludes that anti-trafficking prevention measures must be skilfully integrated into current community-development practices, and that for this reason local and global development planners must become more aware of this issue and the strategic actions necessary to address it.

An Exploratory Analysis of Impediments to China's Credit Control on the Real Estate Industry: an institutional perspective

To curb price speculations and overheated investment in the real estate market, the mainland Chinese government has determined to tighten bank lending to the market in recent years, by resorting to administrative tools through specific real estate control policy. With hindsight, the market response seems to have invalidated the policy initiatives. This research is aimed at investigating the impediments to achieving the laudable policy objectives of using administrative credit controls. A series of research interviews with property practitioners unraveled prevalent evasive practices and illicit tactics adopted by developers to thwart policy effects. This study leads to a better understanding of the institutional backdrop behind the less-than-expected results of the real estate macro-control measures. To better steer the real estate market, effective monetary control requires both the government and industry to make concerted efforts and consistent headway towards a complete, transparent and responsive ensemble of institutional arrangements.
