Moral Reasoning in the Context of Reform: A Study of Russian Officials   总被引:1,自引:0,他引:1  
This article reports on an exploratory study of ethical reasoning among public administrators in Russia. Survey interviews and focus group follow-ups with civil servants participating in graduate training programs at the Russian Academy of Public Service provide information about their preferred mode of ethical reasoning; the demographic, attitudinal, organizational, and professional factors associated with that reasoning; and the behavioral choices implied. Using a sample of 113 public officials who represent a broad spectrum of regions in Russia, this study assesses moral reasoning, examines variables associated with alternative models, and compares these responses with findings from studies conducted in Poland and the United States. Based on this exploratory study, we suggest implications for theory, research, and practice.  相似文献

ABSTRACT

Academics are becoming increasingly internationally mobile, and yet there is still limited research into the nature, outcomes and limits of academic mobility. This paper examines the biographies of over 700 academics employed within Australian law schools. It identifies legal academics who hold academics qualifications have been employed outside of Australia. Almost a quarter of legal academics in our sample hold a first degree outside of Australia, over a third hold a non-Australian post-graduate degree. While it could be expected that possessing international experience would broaden an academic’s cultural experiences, we also found that the internationally mobile academics have typically studied and worked previously within an elite international law school, and are now employed within an elite Australian law school. In addition, experiences of international mobility are not equally distributed, and male legal academics are significantly more likely to have international experience than female legal academics.  相似文献

This note discusses the limits to the defence of objective justification when applied to direct age discrimination, specifically with regard to situations where the employer attempts to rely on cost‐saving as a legitimate aim. The author examines the jurisprudence of the Court of Justice of the European Union (formerly the European Court of Justice, ECJ) on which this case relies, and considers whether the defence has been interpreted too widely, opening up the possibility of cost‐saving as a defence to discrimination on the grounds of this particular protected characteristic. The note concludes that, while cost‐saving cannot be the sole justification for less favourable treatment by employers, it may nevertheless form part of an overall legitimate aim when coupled with additional factors.  相似文献

The Data Protection Act 1998 purports to implement European legislation which aims to protect the privacy of individuals. There were such concerns about the implications of the Act for certain research and audit that it became necessary to enact further legislation to enable such essential activities to continue. Although this empowers the Secretary of State for Health to approve proposals for these purposes, there should still be a requirement that the use of identifiable personal information without consent must be justified on compelling public interest grounds. It is this that can confound those seeking to rely on such justification. There can either be too cavalier an approach to the issue, and/or there is little sense of what considerations should come into play. This paper attempts to highlight some of the difficulties that are theoretically raised by some audit activities and set out the legal framework within which they must operate. However, the key focus is on how ethical considerations might inform the public interest argument.  相似文献

The limited research literature that relates specifically to sexual offenders against adults (rapists) would suggest that they are more likely to demonstrate a greater criminogenic profile but to have experienced fewer childhood and adult psychological difficulties than child molesters. The aim of this study is to describe the characteristics of an urban sample of convicted rapists (n =80), comparing them to a sample of child molesters (n = 230) on background and offense-related variables. Although there were a number of similarities between the two groups, rapists were less likely to have been sexually victimized as a child. The sexual recidivism rate was low (5%) for rapists after an average time at risk of 3 years despite a trend toward them being less compliant in the community. This article comments on the treatment needs of those with a range of psychological difficulties and indicates future directions for research.  相似文献

Since publication of the Corston Report in 2007, initiatives with regard to women and criminal justice in England and Wales have been marked by positive steps on the one hand, but reversal and failure on the other. A central element to this narrative has been the enthusiastic development of community‐based services for women, only to be followed by the subsequent dissipation of government energy, a diminution of interest, and a decline in funding. In this article, some of the complexities of the reforms are considered, a detailed reading is provided of the various initiatives as an historical record, and the context(s) in which the steps forward and backward can be understood is reflected on. In light of the evidence, it is argued that if women's centres are to be successful in facilitating and supporting movements away from crime, then there is an urgent need for a consistent strategy derived from evidence‐based research and experience.  相似文献

Founded in 1951, War on Want is a UK‐based NGO committed to the alleviation of poverty with strong roots in the labour movement. War on Want's programme on the Global Workplace provides trade unionists with a range of practical skills and knowledge about international development issues. Part of the programme involves a ‘Global Workers' Forum’, which takes grassroots trade union activists from the UK to a similar sector or even a plant owned by the same employer in the South. The aim is to enhance participants' understanding of the impact of globalisation on the industries in which they work, establish relationships that can act as starting points for global action, and encourage participants to spread the message within their own unions. There is also a website which raises awareness of the global economy and encourages activists to make links and undertake joint action. It is essential that now, as never before, trade unionists should work together as an international force to challenge globalisation and fight for the recognition of workers' rights. The Global Workplace suggests that showing global solidarity to workers around the world can help trade unionists rise to this challenge.  相似文献
