A recent federal district court decision found that the New York City Police Department engaged in unconstitutional policing. Officers stopped millions of minority young men over the span of several years. Most of those stopped were innocent of any wrongdoing. This article uses qualitative and quantitative research methods to investigate these inequities, examining the views of both the police and those who were stopped. The authors find that pressure on officers emanating from headquarters was responsible for much of the illegal behavior by lower‐level officers. Additionally, youth in minority neighborhoods felt mistreated by the police; this led to distrust in the police. The authors suggest solutions to ameliorate this painful episode in police practice. The article concludes with specific recommendations such as reducing management pressure on officers and police developing community partnerships. 相似文献

In the last issue of this journal, Dr William J. Kelleher claimed that my earlier discussion of the intellectual origins of the CNPS has some serious misconceptions which may obscure the formation of a clear vision of the Caucus’s options for future endeavors. His main concern is that I misunderstand David Easton’s systematic political theory, which Kelleher argues may provide a bridge between official political science and a more radical political science. I appreciate Dr Kelleher’s willingness to critically engage the on-going discussion within the CNPS about what constitutes critical and radical political science, but I remain convinced that there are better (and more radical) alternatives to Easton’s systems analysis. 相似文献

This study reports results of a facial tissue depth measurements project conducted over a two-year period on a modern sample of children and adults of both sexes and varying ages and races. The purpose of this research was to increase available tissue depth data for children and update facial tissue depth measurements for American adults. Most volunteers for this project were patients or visitors to the pediatric clinic at the Louisiana State University Medical Center, School of Dentistry, in New Orleans. Using state of-the-art ultrasound technology, we scanned 551 children and 256 adults at 19 points across the face. Thirteen of the scanned points were traditional landmarks while six others were areas not measured by previous researchers or were points for which very little data exist for both children and adults. For this presentation, we analyzed data for 515 children and 197 adults. Results of Pearson's correlations, analysis of variance, and paired t-tests indicate that age, sex, and race are significant factors when considering tissue depth means for different measurement locations across the human face. These new standards are compared to the work of other researchers. Our results provide valuable assistance in both two-dimensional and three-dimensional facial reproductions and superimpositions. 相似文献

Over the course of the last century, many of the stresses and contradictions of advanced capitalism have been displaced onto colleges and universities, which are now directly attached to the state—whether legally, politically, or financially—as an important component of the ideological and economic state apparatuses. As a component of the ideological and economic state apparatuses, the university is implicated in the state's ongoing fiscal crisis as both a cause of the crisis and a solution to the crisis. The author argues that the possibilities for crisis management within the existing corporate model of higher education have been exhausted in a rationality crisis that threatens to implode the administrative apparatus in higher education. The author calls for a radical reconstruction of power relationships within the university and in its relationships to capital and the state. 相似文献
