The scope, complexity and interrelatedness of environmental problems presents a difficult challenge to policymakers. To date, public policies have been responsive largely to particular matters of public concern. They have typically been ad hoc, sectoral and segmental. Their administration has been charged to various agencies, each with its special mission. In consequence, governments have often acted to cross purposes; small results have often been ineffectual and, as often, unnecessarily expensive. Incremental innovation is seldom able to affect significantly the tendencies of the larger system of public policy and administration within which it is undertaken. Inasmuch as no country has had long experience with administration of environmental policy, a comparison of different approaches to environmental problems is useful. Direct transfers of method from one country to another may seldom be practicable, yet there may be lessons learned from the diverse experience of governments addressing similar problems. A comprehensive and radical institutional experiment in environmental policy has been initiated in the government of New Zealand. The New Zealand experiment may illuminate the effects of institutional structure on the implementation of policy. The relationships between constitutional principles, policy priorities and administrative structures have never been clear. The problems of coping with multiple environmental trends, their causes and their consequences justify efforts to find more effective methods of policymaking.  相似文献

The National Commission on the Public Service, commonly known as the Volcker Commission, was created to help combat a 'quiet crisis' in the United States' federal civil service. The commission made a series of recommendations to strengthen the civil service. With few exceptions, these recommendations have not made their way into law. This examination of the work of the task forces on education and training and on recruitment and retention, in the framework of Daniel Mazmanian and Paul Sabatier's implementation model, focuses on what happened to the Volcker report and why it happened. It concludes with recommendations on what might be done differently in future efforts to strengthen the civil service.  相似文献

Abstract

Concern about the approach to the care of women in secure hospitals led to radical Department of Health Guidance in 2002 and 2003. This paper explores the views and experience of senior clinicians and managers involved in delivering care through semi-structured interviews. The gendered nature of the therapeutic challenge and the complexity of the women in their care are both articulated as well as the extent to which respondents see themselves as having addressed clinical practice guidance. Service delivery is substantially informed by the ideas of relational security, attachment theory and the recovery model. Traditional concepts of security were considered unhelpful in the care of women. Reliance on respondents’ views as to the quality of care offered must remain limited in view of the continuing absence of corresponding clinical outcome data. However, their responses should inform amendments to current service organisation.  相似文献

This paper addresses the appropriate legal and policy approach to sexual conduct involving people with dementia in care homes, where the mental capacity of one or both partners is compromised. Such conduct is prohibited by sections 34–42 of the Sexual Offences Act 2003, but this article asks whether this blanket prohibition is necessarily the appropriate response. The article considers a variety of alternative responses, eventually arguing that clearer guidance regarding prosecution should be issued.  相似文献

The debate on empowerment encompasses an older discourse about the intrinsic value of empowerment, and a newer discourse about the instrumental benefits of empowerment; the concept of agency is useful in understanding this distinction. In agricultural development, empowerment efforts are often instrumentalist, viewed as an advanced form of participation that will improve project effectiveness, with adoption rates that promote compliance rather than intrinsic empowerment. Nevertheless, it is possible for projects to enhance the means for – and facilitate the process of – intrinsic empowerment. With regard to process, research and extension can make use of a constructivist rather than the behaviourist approach to support changes in knowledge, behaviour, and social relationships. In assessing empowerment, both developers and ‘developees’ need to look for evidence that people are taking control of their lives. Case studies – such as those used by the Indonesian Integrated Pest Management (IPM) Programme – will help to capture context and chronology, with unplanned behaviours being particularly useful indicators.  相似文献
