How did Brazilian bureaucrats view President Lula's approach to the provision of development assistance in the context of South–South cooperation (SSC)? How did they see their own bureaucracy's role, as a provider of such assistance? This paper addresses these questions within the broad context of Brazil's development assistance program. The analysis begins with an elaboration of the internal legal and political structure supporting the country's provision of development assistance. Then, it addresses the research questions by drawing on original material obtained from 54 interviews, conducted in Brasilia, with diplomats and public servants from 25 federal ministries and institutions directly involved with implementing technical cooperation agreements. Evidence leads to three main observations: (a) the bureaucracies' limited autonomy vis‐à‐vis the Presidency's command of the Brazilian development assistance program; (b) great convergence in the worldviews and principled values upheld by public servants and diplomats in regard to Brazilian foreign policy; and (c) the existence of interbureaucracy complaints and struggles related to the operational side of agreement implementation. These findings are relevant for understanding the inner workings of Brazilian SSC, as well as in comparison to other national bureaucracies' involvement in the conceptualization and implementation of South–South knowledge transfers.  相似文献

The Sr isotope composition measured in skeletal elements (e.g., bone, teeth, or antlers) can be used to infer the geographic region that an animal or human inhabited, because different regions tend to have distinct Sr isotope compositions, and natural variations in the relative abundance of Sr isotopes are not changed as Sr is processed through the food chain. Therefore, an organism that ingests Sr from one region can have a Sr isotope composition that is different than that of an organism that ingests Sr from another region. The Sr isotope composition of skeletal elements is a reflection of the concentration-weighted average of dietary Sr that was ingested while that skeletal element was produced. Because different skeletal elements grow and exchange Sr at different stages during the life times of organisms, Sr isotope analysis of different skeletal elements can be used to infer changes in geographic location at different stages in an organism's life. The Sr isotope composition measured in human teeth will reflect the average Sr isotope composition that was ingested as a child, due to the immobile nature of Sr and Ca in teeth after formation, whereas the Sr isotope composition of bone will reflect the average isotopic composition over the last ten years of life, due to continuous biological processing of Sr and Ca in bone. Inferring the average isotopic composition of dietary Sr is best done by analyzing skeletal fragments from control groups, which might be animals that have the same feeding habits as the animal in question, or, in the case of humans, analysis of close family relatives. In cases where it is not possible to construct a Sr isotope database from control groups, it becomes necessary to estimate the isotopic composition of dietary Sr based on geologic principles. We present three case studies from our research that illustrate a range of approaches: (1) results from a criminal case where a deer was illegally harvested and the location of the deer was important to establish, (2) a pilot study of commingled human remains from a burial in Vietnam, associated with the Vietnam Conflict, and (3) a study of 13th and 14th century migration of peo ple from an archeological site in the Southwest United States.  相似文献

While the current crisis in Argentina has many facets--economic, political and social--it originated and has been fuelled by the unfulfilled promise of a democracy in which political leaders are accountable to society. In the 1990s it was widely hoped that the growing number of grassroots civil groups would contribute to democratisation, particularly in the interior provinces where clientelism and patronage have long been thought to hamper local development and the country's progress as a whole. Those hopes faded as social unrest broke out in Argentina's interior provinces in the mid-1990s and the country began its slide towards collapse by the end of the decade. Yet the problem of political change in the interior provinces remains a central issue in Argentina's current crisis, and its future prospects. The ability of civil groups to contribute to democratic change in the interior provinces is constrained in different ways, depending on whether clientelism or patronage prevail in social relationships. Clientelistic and patronage-based societies differently condition the types of grassroots groups that arise, the scope of their activities and their potential for contributing to democratic change. Exploring these differences offers important insights into Argentina's current crisis and the potential and limitations of change in the interior.  相似文献
