Governments around the world are deploying automation tools in making decisions that affect rights and entitlements. The interests affected are very broad, ranging from time spent in detention to the receipt of social security benefits. This article focusses on the impact on rule of law values of automation using: (1) pre‐programmed rules (for example, expert systems); and (2) predictive inferencing whereby rules are derived from historic data (such by applying supervised machine learning). The article examines the use of these systems across a range of nations. Facing new agenda economic development issues, China like other developing states is forced to coordinate policies regionally. As need for decentralization “downward” stretches to include delegation “outward,” Beijing must find its best response to the new trend. Four tests reveal no reason for China to stay aloof from simple Membership in Pacific-Asian regional organizations. As a counterterrorism officer of thirty years, I have a healthy respect for history. Yet I also know that hindsight changes what you think about what you once thought. There is a growing recognition of the interests and rights of individuals conceived using donated gametes in assisted reproductive technology to information about their biological parentage. In Australia these rights vary between jurisdictions according to differing statutory provisions. In February 2011 the Senate's Legal and Constitutional Affairs References Committee published its report on Donor Conception Practices in Australia. The report recommended the development of a nationally consistent approach to donor conception and recommended the enactment of legislation in those Australian jurisdictions without legislation regulating donor conception. Most courts agree that the duty to defend is broader than the duty to indemnify. Many courts also agree that the duty to defend should be determined by the four or eight corners rule. There is not agreement, however, whether extrinsic evidence may be used to expand, narrow, or eliminate the duty to defend.
