Never Change a Winning Policy? Public Sector Performance and Politicians' Preferences for Reforms 下载免费PDF全文
Despite the increasing stress on performance in public sector organizations, there is still little empirical evidence on whether—and if so, how—politicians respond to performance information. This article addresses this research gap by linking registry statistics on school performance in Norway's 428 municipalities with data from an information experiment embedded in a survey of local politicians. Findings show that school performance bears only a weak relationship to politicians' preferences for resource‐related reforms, but it strongly affects preferences for governance‐related reforms, indicating the importance of accounting for heterogeneity across alternative types of (school) reforms. Moreover, local politicians are, on average, well informed about school performance. This reflects the force of local inhabitants' high information level on politicians' accountability. 相似文献

Representative bureaucracy and seconded national government officials in the European Commission 下载免费PDF全文
The bureaucratic arms of modern international organizations increasingly consist of staff with ambiguous organizational affiliations. This article analyses the implications of this trend from the perspective of representative bureaucracy – using seconded national experts (SNEs) in the European Commission (Commission) as the empirical laboratory. Using a variety of datasets, we unveil Commission SNEs' profiles (to assess their passive representativeness) and link these profiles to their role perceptions (to evaluate their potential for active representation). This illustrates that Commission SNEs' background characteristics do not match those of their constituent population (i.e. the EU27 population) – suggesting a lack of passive representativeness. However, we also find that SNEs from countries favoring stronger national rather than European regulatory and policymaking powers are more likely to see themselves as a representative of their home country government. This suggests a potential for active representation in terms of SNEs' home country's policy preferences. 相似文献

Purpose. The study extends research by Santtila et al. (2008) by investigating the effectiveness of linking cases of serial homicide using behavioural patterns of offenders, analysed through Bayesian reasoning. The study also investigates the informative value of individual behavioural variables in the linking process. Methods. Offender behaviour was coded from official documents relating to 116 solved homicide cases belonging to 19 separate series. The basis of the linkage analyses was 92 behaviours coded as present or absent in the case based on investigator observations on the crime scene. We developed a Bayesian method for linking crime cases and judged its accuracy using cross‐validation. We explored the information added by individual behavioural variables, first, by testing if the variable represented purely noise with respect to classification, and second, by excluding variables from the original model, one by one, by choosing the behaviour that had the smallest effect on classification accuracy. Results. The model achieved a classification accuracy of 83.6% whereas chance expectancy was 5.3%. In simulated scenarios of only one and two known cases in a series, the accuracy was 59.0 and 69.2%, respectively. No behavioural variable represented pure noise but the same level of accuracy was achieved by analysing a set of 15, as analysing all 92 variables. Conclusion. The study illustrates the utility of analysing individual behavioural variables through Bayesian reasoning for crime linking. Feasible applied use of the approach is illustrated by the effectiveness of analysing a small set of carefully chosen variables. 相似文献

How pre‐ and postrecruitment factors shape role perceptions of European Commission officials 下载免费PDF全文
Individuals' role perceptions are central guides to their behavior and choices as members of an organization. Understanding organizational dynamics thus requires knowledge about the determinants of such role perceptions, as well as whether—and when—organizations can influence them. This article brings forward a theoretical framework allowing for both prerecruitment (extraorganizational) and post‐recruitment (intraorganizational) determinants of individuals' role perceptions, and examines its empirical implications using a large‐N data set of temporary officials in the European Commission. We find that intergovernmental and epistemic role perceptions are strongly linked to pre‐recruitment factors (such as educational and professional background), whereas postrecruitment factors (such as length of affiliation and embeddedness within the Commission) are the main driving force behind supranational and departmental role perceptions. This heterogeneity in the importance of pre‐ and postrecruitment factors for distinct role perceptions has important consequences for conceptualizing organizational change. 相似文献

Members of parliament in many countries are legally permitted to execute (un)paid jobs in addition to their political mandate. It is often argued that such ‘moonlighting’ activities are unproblematic for the chain of democratic delegation and accountability as long as outside interests/earnings are disclosed to citizen-principals; the latter may then sanction (perceived) misconduct through the ballot box. Using principal–agent theory as an analytical framework and the German national parliament as a case study, this paper discusses why the accountability mechanisms of moonlighting disclosure and electoral control are often impaired in practice. Abstract: Arthropods at different stages of development collected from human remains in an advanced stage of decomposition (following autopsy) and from the soil at the scene are reported. The corpse was found in a mixed deciduous forest of Biscay (northern Spain). Soil fauna was extracted by sieving the soil where the corpse lay and placing the remains in Berlese–Tullgren funnels. Necrophagous fauna on the human remains was dominated by the fly Piophilidae: Stearibia nigriceps (Meigen, 1826), mites Ascidae: Proctolaelaps epuraeae (Hirschmann, 1963), Laelapidae: Hypoaspis (Gaeolaelaps) aculeifer (Canestrini, 1884), and the beetle Cleridae: Necrobia rufipes (de Geer, 1775). We confirm the importance of edaphic fauna, especially if the deceased is discovered in natural environs. Related fauna may remain for days after corpse removal and reveal information related to the circumstances of death. The species Nitidulidae: Omosita depressa (Linnaeus, 1758), Acaridae: Sancassania berlesei (Michael, 1903), Ascidae: Zerconopsis remiger (Kramer, 1876) and P. epuraeae, Urodinychidae: Uroobovella pulchella (Berlese, 1904), and Macrochelidae: Glyptholaspis americana (Berlese, 1888) were recorded for the first time in the Iberian Peninsula. 相似文献
