Le Parlement et le pouvoir religieux dans le Portugal du Moyen Âge

SUMMARY

The medieval Portuguese clergy and nobility, particularly those of higher status, were the political and ideological support of the sovereign. As vassals of the king they had been members of the curia regia from its beginnings. They naturally became part of the parliament when it was created in the thirteenth century. In these early assemblies the monarch consulted them about political issues of general interest, but the clergy and nobility were free to bring forward their own concerns. Maria Helena da Cruz Coelho examines how the clergy complained to the kings D. Afonso IV (1325–57), D. Pedro (1357–67) and D. Fernando (1367–83). They insisted on defending their privileges, ecclesiastical rights and temporal power, presenting long lists of accusations mostly against the nobles and royal officials. But to give a wider perspective the author also studies the dissatisfaction that the people expressed in these assemblies about the clergy, charging them with oppression while both collecting taxes and rents and applying justice. The parliamentary discussions demonstrated clearly the social tensions of the times and allowed the king to judge and to rule in a more balanced way between the estates in order to exert his sovereign power in a pacified kingdom.     

Municipal Support for Social Entrepreneurship

This study examines how cities help social entrepreneurship—the activity of private individuals and organizations taking initiative to address social challenges in their communities. Based on a national survey and in-depth interviews among jurisdictions with populations over 50,000, the authors find that municipalities help social entrepreneurs by increasing awareness of social problems, and by helping them to acquire resources, coordinate with other organizations, and implement programs. Nearly three-quarters of cities provide active or moderate support, which is positively associated with the perceived effectiveness of nonprofit organizations in their communities.     

Minority Representation, Resistance, and Public Policy: The Navajos and the Counties

This article examines Navajo Indian representation on the governingboards of six county governments in Arizona, New Mexico, andUtah. External pressures, especially decisions by the federalgovernment, have encouraged increased Navajo representationand changes in county policies that benefit people on the reservation.Beyond this, the findings for individual counties are consistentwith previous research in suggesting that the size of the Navajopopulation as a percentage of the county population is an importantfactor affecting Navajo success in winning seats and the allocationof benefits to reservation residents. Yet, opposition to Navajorepresentation, the ability of Navajos to secure office, andthe policy significance of their representation are far morecomplex than usually suggested by the relevant literature basedlargely on black and Hispanic experiences.

Managing Emotional Intelligence in U.S. Cities: A Study of Social Skills among Public Managers

This study assesses perceptions of managerial emotional intelligence in local government, as well as the practices and polices affecting it. Though few cities offer training programs for managers that are called "emotional intelligence," many cities engage in activities that target or address EI skills. This study finds improvement opportunities for managers to become better attuned to the feelings of others and themselves, to better know their own strengths and weaknesses, to better deal with their negative emotions and increase their adaptability, and to improve their communication and relationship skills. Feedback and mentoring processes are directly associated with increased perceptions of EI, while other practices such as training, selection and policy development are only indirectly associated with perceptions of EI. This study contributes to the knowledge base by increasing awareness about managerial EI skills, and providing specific examples of practices to further managerial EI.
