Performance Measurement in U.S. Counties: Capacity for Reform   总被引:6,自引:0,他引:6  
This study examines the capacity of U.S. counties to undertake performance measurement. Based on a national survey of counties with populations over 50,000, the authors address the following questions: To what extent do counties implement performance measurement? Which capacities must be present for different levels of implementation and success? What can counties do to increase their capacity for performance measurement? And, what is the effect of county structure and functions on the use of performance measurement? This study finds that the success of performance measurement is greatly affected by counties' underlying organizational capacities.  相似文献

Our central argument in this article is that the introduction of computers in African states fails to produce the intended results. This is precisely because the trajectory of development of bureaucratic institutions in Africa has resulted in internal and external contexts that differ fundamentally from those of the Western states within which computing and information technology has been developed. This article explores the context in which computers were developed in Western industrialized societies to understand the circumstances that the technologies were designed to respond to and the bureaucratic culture that helped produce desired results. We then proceed to analyse the truncated nature of institution building in the colonial state, and how it structured the peculiar setting of the post‐colonial African state and dynamics surrounding the integration of the new information and communication technologies. We argue that the colonial state bequeathed to its post‐colonial successor three crucial characteristics that are of central importance to understanding why the introduction of computers does not produce anticipated improvements in public administration. These are the very limited technical capabilities of the bureaucracy; authoritarian decision‐making processes under the control of generalist administrators; and the predominance of patron–client relationships. Latin American youth in the United States tend to report more internalizing symptoms than white non-Latino youth, yet little is known about the factors that may contribute to such differences. The present study examined the role that anxiety sensitivity, gender, and ethnic minority status may play in the expression of internalizing symptoms across Latin American adolescents (n = 116) and white non-Latino adolescents (n = 72) in the United States and Colombian adolescents in Colombia (n = 163). Results provide evidence that because fear of anxiety related phenomena and physiological symptoms of anxiety in particular may be normative in Latino culture anxiety sensitivity does not amplify somatic complaints for Latin American and Colombian youth as it does for white non-Latino youth. Results further suggest that anxiety sensitivity and being female predicted anxiety and depressive symptoms independent of cultural background. Implications of the findings to our understanding of cultural variability in internalizing symptoms are discussed. R. In particular, his research integrates developmental, cognitive, biological and behavioral theories in attempting to understand the etiology and course of internalizing disorders in childhood. Special areas of interest include the assessment and treatment of childhood anxiety disorders, the role of cognitive behavioral development, brain function, and cognitive processing in anxiety and depression. Steven L. Berman, PhD, is an assistant professor of psychology at the University of Central Florida. He received his PhD from Florida International University. His research interests are identity development including associated anxiety and distress, cross-national comparisons, and the development of identity interventions. Lauren Hensley, MS, is a graduate student in psychology at Tulane University. Her main research interest is anxiety development, with a focus on anxiety sensitivity and children’s responses to traumatic events. Maria Clara Rodriguez de Bernal, MS, is an assistant professor of psychology at Universidad de la Sabana, Bogota, Colombia. ABSTRACT

Special districts now constitute about 42% of all U.S. jurisdictions, yet little is known about them. Some critics are concerned that special districts and their staffs have insufficient community commitment. This study, based on a national survey of senior managers in large special districts, examines activities and programs of special district managers that foster community building and engagement, including correlates of these. Study results reveal that special districts are committed to their communities and several strategies and conditions are associated with increased community commitment, such as jobs that focus on community interactions, service type, and ethics management, as well as, to a lesser extent, graduate degree qualifications and charters that specify the role of managers in promoting the public interest and in relation to the board.  相似文献

ABSTRACT

Network research increasingly draws attention to capacity affecting outcomes. This study examines network implementation capacity and develops a framework that focuses on three dimensions: financial, managerial, and technical capacity. It also contributes by focusing on the Network Administrator Organization (NAO)-type network. Based on a case study of two large eco-financing networks in China, this study finds positive impacts of network implementation capacity on policy outcomes. It also draws attention to network strategies and their impact on capacity. It identifies the positive effect of efforts to maintain network stability as well as negotiation and participation strategies on network implementation capacity. This study draws attention to implementation capacity as a determinant of network outcomes and suggests that studies in public administration give greater attention to NAO-type networks.  相似文献

This study examines innovations in local government homelessness policy, specifically, the use of comprehensive and targeted programs. Traditionally, homelessness efforts have focused on emergency assistance, and have not included efforts in homelessness prevention or long-term care responding to the housing, job training and placement, health and mental health needs of homeless persons. In this article, findings are reported from a national survey of local homelessness efforts in cities over 50,000. It is found that 13 percent of cities have adopted the innovation of comprehensive homelessness efforts. Driving forces of this innovation include a broad range of private and public actions, including the use of community-based action strategies, as well as local conditions such as increased domestic violence and the use of emergency shelters. Popular apathy and a lack of city funding are important barriers to the adoption of this innovation.  相似文献
