The world's trading system in the post cold war era: implications for public administration

The authors of this article argue that the world is evolving into a regional bloc trading system with important public policy implications. Recent developments in North America and Europe suggest that regional integration is becoming an alternative approach to the multilateral trade deliberations under the auspices of the General Agreements on Tariffs and Trade (GATT). The reasons for the evolution are suggested in this article, and arguments are presented on how the negative implications of this trend in world trade can be countered effectively by constructive domestic and international government action.     

Saff professional competency strategy: a call for action

Staff units, e.g., budget offices, can be improved. This article recommends a comprehensive macro strategy to improve professional competency of Public Administration staff units. This represents a call for action among the Public Administration community.     

Public health and human rights

The editorial introduces the special issue of the journal that incorporates papers originally presented at the "Public Health and Human Rights" conference held at the Monash Prato Centre, Italy, in June 2007. It identifies the intersection between public health and human rights; access to health care services, particularly for marginalised groups such as indigenous peoples and persons with mental illnesses; and the role of international instruments in encouraging states parties to implement and monitor compliance with these rights.     

The Politics of Selectivity: Online Newspaper Coverage of Refugees Entering Canada and the United States

Abstract

While scholarly work on Europe’s latest “refugee crisis” has blossomed, less attention has focused on the United States and Canada. My research centers on newspaper coverage of refugees entering these two countries, before and after the Paris terrorist attacks of November 13, 2015. I conduct a comparative, cultural sociological analysis of 318 online news articles, reconstructing a system of meaning I call the Politics of Selectivity, in which refugees are portrayed as deserving or undeserving of resettlement. A deep, interpretive reading of the data reveals three dimensions of this political arena in which explicit, implicit, and conditional criteria for accepting refugees are articulated.     

Pedophiles and Cyber-predators as Contaminating Forces: The Language of Disgust, Pollution, and Boundary Invasions in Federal Debates on Sex Offender Legislation

As a distinct class of criminals, sex offenders stand out as being particularly subject to the new "risk management" penal strategies that, according to a number of scholars, have come to dominate punishment rhetoric and practices in recent years. Nonetheless, the criminal justice policymaking that targets sex offenders appears to have a more emotionally based underside. In this paper, I examine the emotional drive that appears to undergird contemporary sex offender lawmaking, suggesting that a significant force propelling the current panoply of sex offender containment strategies is a constellation of emotional expressions of disgust, fear of contagion, and pollution avoidance, manifested in a legislative concern about boundary vulnerabilities between social spheres of the pure and the dangerous. To do so, I analyze the lawmaking discourse of U. S. legislators as they debated four proposed legislative bills directed at sex offenders during the late 1990s.     

The KwaZulu/Natal Indaba: A Federalist Proposal for South Africa

In Durban, South Africa, delegates from South Africa's politicalcenter proposed a federal solution to apartheid. Called theKwaZulu/Natal "Indaba," the plan proposes to merge two hithertosegregated jurisdictions and to bring majority rule to at leastone province of South Africa. The system envisioned by the planincludes a bicameral legislature, a consociational cabinet,proportional representation, minority veto over certain legislation,a segmented representative chamber, and enforcement of a comprehensiveBill of Rights. The "KwaNatal" plan also calls for a substantialdevolution of power, including the right of the provincial legislatureto repeal acts of Parliament that invade areas of provincialcompetence. This determination to extend local, multiracialautonomy put Natal officials on a collision course with thecentral government at Pretoria, which is trying to eliminatethe elected provincial governments.     

Immunofluorescence detection of drugs in postmortem tissues: a new technique with potential for assessment of drug influence in cause of death

This report describes a new technique, immunofluorescence, for the detection and possible characterization of drug content in postmortem tissues. By using antisera generated against a drug-protein conjugate, the stabilization of tissue-sequestered drug is accomplished by incubation of fresh frozen sections of tissue with dilute solutions of rabbit anti-drug antibodies. Secondary incubation with a fluorescence-labeled anti-rabbit immunoglobulin labels these points of sequestration. Tissue sections so stained are examined by fluorescence microscopy. In studies with rats given graded doses of morphine sulfate, there were discernible differences in tissue binding of morphine in brain sections from animals treated "therapeutically," fatally, and chronically. Extension of these studies to human autopsy material is anticipated and potential problems are discussed. This technique offers the forensic toxicologist the potential for evaluating the drug content of tissues in situ.     

普京政权交接问题和俄罗斯外交

历史上俄国领导人的政治任期与俄的国际地位有一定的相关性。俄政权交接制度化程度较低,往往影响到国内和国际稳定。考虑到普京任内卓越的贡献和影响力,其政权交接问题对俄外交势将产生重要的影响。如果2008年普京离任,其外交方针将保持延续性,即普京的接班人将继续一方面把欧亚中部作为外交政策的优先着力点,另一方面努力保持与G7为代表的发达世界之间的和谐。受种种结构性因素制约,如果将来的权力交接出现失控,不排除普京时代的外交进程中断的可能。
