The Advantages of Pure Forms of Parliamentary Democracy over Mixed Forms

It is often said that parliament shouldrepresent the opinions found in thepopulation and that government should beheld accountable for its political program.It is shown that these two goals rely ontwo different basic models of democracywhich are not fully compatible with eachother: the model of a pure representativedemocracy and the model of a pure two partycompetition. Unaccountable governments,voter alienation, strategic voting, andgovernmental instability are shown to beconsequences of this institutional mix.These problems may be avoided with reformsin the direction of one or the other basicmodel.     

The importance of uncertainty in a two-stage theory of constitutions

This paper analyzes the consequences of different assumptions regardingthe kind of uncertainty that exists at the constitutional stage of a two-stage political process. Individuals at the constitutional stagedecide the actions that are to be allowed, compelled or banned in thesubsequent stage. The analysis allows us to specify conditions under whichcertain bans and obligations might be included in a constitution, whileothers are decided by legislative action, to define the ``optimal votingrule'', and the conditions under which the majority rule is this optimalrule. The paper provides a unified framework for analyzing the choice ofinstitutions in a two-stage constitutional political system.     

Participation and independence of consumers in a health systems agency

Health Systems Agencies (HSAs) were mandated to include representation of the community, broadly conceived. The implicit intention of the law was to include consumers as important and co-equal participants with providers in health planning. This paper is an examination of consumer participation in one ESA. Contrary to expectations derived from the literature, citizens in this HSA exercised independent judgment regarding the major issue to confront them. We conclude his was a function of the following: talents and skills of the consumer members; natural interest in health care policy by consumer board members, sympathetic and supportive provider board members; and the homogenous character of the population in the region served.
