Drawing on Viva, the first women's magazine published in East Africa, this article articulates the ways educated Kenyan women actively inserted themselves into public debates and constructions of the new nation. It argues that Viva authors and editors employed rhetorics of nationalism and development to advocate for Kenyan women's right to equal citizenship. They wanted participation in the possibilities, power, and self-reliance that postcolonial nationalism promised its citizens and mobilized images of a productive, modern woman to make their case. Viva's producers appropriated the momentum of 1970s development rhetoric and international women's liberation to show that Kenyan women were already fulfilling mandates to develop themselves and their fellow Kenyans through education, wage labor, consumer habits, and moral respectability. Viva reveals the ambitions, strategies, and desires of Kenya's educated women, not only for themselves but also for their nation and their rural ‘sisters’.  相似文献

The United States will be entering into force the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption by the end of 2007. At this time, all intercountry adoptions that occur between the United States and one of the 70 other countries that also have entered the Hague Convention into force must be done according to Hague protocol. Guatemala has entered the Convention into force but its adoption practices do not currently align themselves with Convention requirements. The U.S. State Department has threatened that intercountry adoptions between the United States and Guatemala will come to a complete stop if Guatemala's conditions are not reformed. One out of every 100 children born in Guatemala is adopted by an American family and in the 2006 fiscal year, the United States adopted 4,135 Guatemalan babies. This high number placed Guatemala as the second country from which the United States adopted the most children in 2006 second only to China. A structured compromise must be established between the United States and Guatemala in order to ensure the continued provision of homes to Guatemala babies in America while Guatemala reforms its malignant adoption practices.  相似文献

This article explores how civic identity could shape, and be shaped by, gender distinctions during the period of commercial and municipal development. It argues that women's relationship to the urban scene was more nuanced than theories of exclusion imply, gender and civic identity being mutually constitutive. Through the case study of Cardiff, the article advocates the need for deeper analysis of the way regional and national complexities permeated gendered civic sentiments. Notions of femininity in Wales had been defined in opposition to England ever since the 1847 ‘Treachery of the Blue Books’. However, Cardiff's relatively anglicised status and aspirations in the local and global urban hierarchy meant there was often a desire by civic leaders to emulate what was occurring elsewhere, or to develop their own definition of Welsh femininity. Consequently, these competing gender ideals underlined Cardiff's civic and national—Welsh and British—identity.  相似文献

Since 2001 many countries have adopted anti-terrorism laws that limit civil liberties and expand law enforcement powers in the name of national security. Counter-terrorism legislation is promoted through several international channels, most notably the United Nations Counter-Terrorism Committee, but the USA is clearly seen as the driving force. This article examines the politics surrounding the recent development and implementation of anti-terrorism laws in the Third World and the implications for ongoing processes of democratisation. In some countries the adoption of anti-terrorism laws has provided leaders with the tools they need to silence critics and punish political opponents. In others the introduction of such bills has actually encouraged debate and fostered civil society activism, much of it anti-American in tone. In either setting the Bush administration's twin foreign policy goals of strengthening international security and promoting democracy may be creating more cynics than friends.  相似文献
