Organizational position and program implementation

Examples of policy implementation success suggest that organizational characteristics are important but policy researchers generally neglect the explicit study of organizational characteristics. Data from a mailed survey are used here to examine two organizational characteristics in one policy area in a single state. The advice of capacitybuilders' (federal and state agencies, municipal associations) about organizing local energy management programs through the appointment of “comprehensive local energy coordinators” is one concern. The other is the importance of the regular organizational position of the parttime community energy coordinators on the “comprehensiveness” of community energy programs.

The research develops a rudimentary methodology for studying program implementation which assesses organizational change by measuring differences among policies based on the dimensions of change embodied in a policy. Also devised are measures of program implementors' attitudes and perceptions in influencing program implementation. The findings demonstrate the usefulness of greater linkages of research across the organizational change and program implementation literatures.     

Symbolic Politics and Pornography

For feminism, liberalism and conservatism, pornography has operated as symbol of fundeamental political values and visions. However, unlike liberalism, both feminism andconservatism have special affinities with the politics of the symbolic. For both, pornography is taken as symbol of the social order at large and its images are given an emblematic status. Liberalism does its best to render these frameworks unintelligible. One important strategy of obfuscation is to portray radical feminists (Dworkinite) as ‘Conservative’ although here there is the greatest overlap with liberalism. The use of law being a key issue, it is argued here that the more ‘archaic’ libels capture the symbolic harms of pornography far better than modern obscenity law.     

School Adjustment in Rural and Urban Communities: Do Students from “Timbuktu” Differ from Their “City Slicker” Peers?

The primary purpose of our study was to explore the effects of rurality on school adjustment and other school-related variables. Using data from 167,738 7th–12th graders located in a national sample of 185 predominantly white communities, multilevel models were estimated for perceived school performance and school liking using a variety of individual-level (e.g., gender, ethnicity, and peer school performance) and community/school-level variables (e.g., school size, rurality, and percentage free/reduced lunch) as predictor variables. Rurality was not significantly related to school adjustment, but rather, the characteristics of individuals living within those communities were. Results also indicated that participation in school and non-school activities, a strength of rural schools, can play a positive role in school adjustment. Given the significant relationships of income and parental education to all of the school-related variables, a key long-term strategy may lie in improving the economic climate of rural areas.
