There appear to be two current, opposing misconceptions concerning the nature of social administration. On the one hand there is the belief that it constitutes "no special or definite study but a part of that general mass of things which every earnest young man or woman should know" and, on the other hand, it is "often assumed without question to be concerned with administrative practice"1 .
The domain of the subject of "social administration" is the social service industry in all its parts, its relationship with the industrial and commercial world, and its relationship with primary groups such as families, friends, and neighbours2 .

A 28-year-old white male medical student was found hanging by the neck from the bathroom closet of a hotel room. An intravenous infusion line leading from a bottle of thiamylal sodium (an ultrashort-acting barbiturate) was inserted into the antecubital vein of the left arm. Blood was analyzed for alcohol and other volatiles and for acidic, basic, and neutral drugs. Only thiamylal was detected. Thiamylal was quantified by high-performance liquid chromatography with ultraviolet detection, and its presence was confirmed by gas chromatography/mass spectrometry. The tissue distribution of thiamylal was 29 mg/L in blood, 1.4 mg/L in urine, 16 mg/L in bile, 135 mg/kg in liver, 25 mg/kg in kidney, and 0.4 mg in the stomach contents. The uptake and distribution of thiamylal is similar to thiopental. The distribution of the drug in this case was compared to that of other fatalities involving ultrashort-acting barbiturates. 相似文献

Despite the increasing incidence of illicit use of gamma-hydroxybutyrate (GHB), little information is available documenting levels of the drug in GHB fatalities. We measured GHB levels in postmortem blood, brain and hair specimens from a suspected overdose case by gas chromatography/mass spectrometry (GC/MS) following solid phase extraction (SPE) and derivatization with bis(trimethyl-silyl) trifluoroacetamide (BSTFA). Examination found 330 microg/mL GHB in femoral blood and 221 ng/mg GHB in frontal cortex brain tissue, values higher than those typically reported in the literature. The hair shaft was negative for GHB whereas the plucked root bulbs with outer root sheath attached (2,221 ng/mg) and root bulbs after washing and removal of the outer root sheath (47 ng/mg) contained the drug. Our results are consistent with an acute single dose of GHB and, as the toxicology screen was negative for other drugs of abuse, emphasize the significant danger of this drug. 相似文献

This article seeks to make a contribution to theory development by explicating the competing approaches (explanatory frameworks and research methods) that can be used in the analysis of episodes of global governance failures—undesirable events (such as war, or incidents of international terrorism) and behaviors (such as rogue political leaders accumulating weapons of mass destruction or supporting international terrorist groups) that are a consequence of the ineffectiveness of a global governance process. It does so by constructing a methodological taxonomy, which enables the identification of the competing philosophical methodologies that underpin contending perspectives on the causation of, and solutions to, episodes of global governance failures, by reference to contesting understandings of what knowledge is (an epistemological issue) and what exists that is capable of giving rise to consequences (an ontological issue). It then identifies the epistemological and ontological challenges facing policy analysts seeking to analyze and address global governance failure. Meeting these challenges requires the adoption of a methodology that draws insights from the epistemological and ontological syntheses that have emerged within contemporary social theory. 相似文献

Abstract: The Family Law Council was established in November 1976 with the responsibility of advising the Attorney-General on the operation of the Family Law Act 1975. This paper examines the role, membership and operation of the Family Law Council and its performance as a body providing policy advice to government. Statistical data is included on a number of matters. Although the paper draws mainly on the experience of the Family Law Council, some of the comments and suggestions made are possibly appropriate, in varying degrees, to other advisory bodies of a similar type. The paper suggests that such bodies are capable of offering inexpensive and representative advice to government and, if certain disadvantages can be overcome, more use of some existing advisory bodies may be desirable and this may even result in economies. It also suggests that there is a need to examine the whole advisory body field and that it is also desirable that the need for some ground rules for the creation and the operation of advisory bodies should be looked into. 相似文献
