European Union (EU) interventions in conflict countries tend to focus on governance reforms of political and economic frameworks instead of the geopolitical context or the underlying power asymmetries that fuel conflict. They follow a liberal pattern often associated with northern donors and the UN system more generally. The EU's approach diverges from prevalent governance paradigms mainly in its engagement with social, identity and socio-economic exclusion. This article examines the EU's ‘peace-as-governance’ model in Cyprus, Georgia, Palestine and Bosnia and Herzegovina. These cases indicate that a tense and contradictory strategic situation may arise from an insufficient redress of underlying conflict issues.  相似文献

The aspiration of a foreign body is a high-risk event in the life of an infant or toddler, which needs fast clinical diagnosis and therapy. If the respiratory tract is massively obstructed, the aspiration can be fatal, as shown in the case of an 18-month-old child. The little boy choked on a fragment of a hazelnut shell. Besides radiography and bronchoscopy, a CT scan can be of special value to visualize the foreign body. Based on the data obtained, a virtual bronchoscopy can be calculated. Compared with conventional radiography, the advantages of computed tomography are better image quality, higher indicative value and the possibility to exactly localize the foreign body in the respiratory tract. In the presented case, the nutshell could be visualized in the larynx before autopsy.  相似文献

In this retrospective study, the interrater reliability and predictive validity of 2 risk assessment instruments for sexual violence are presented. The SVR-20, an instrument for structured professional judgment, and the Static-99, an actuarial risk assessment instrument, were coded from file information of 122 sex offenders who were admitted to a Dutch forensic psychiatric hospital between 1974 and 1996 (average follow-up period 140 months). Recidivism data (reconvictions) from the Ministry of Justice were related to the risk assessments. The base rate for sexual recidivism was 39%, for nonsexual violent offenses 46%, and for general offenses 74%. Predictive validity of the SVR-20 was good (total score: r = .50, AUC = .80; final risk judgment: r = .60, AUC = .83), of the Static-99 moderate (total score: r = .38, AUC =.71; risk category: r = .30, AUC = .66). The SVR-20 final risk judgment was a significantly better predictor of sexual recidivism than the Static-99 risk category.  相似文献

Liberal conceptions of property rights are commonly associated with the idea of absolute, exclusive individual ownership. This article aims to show that, and why land constituted a special problem for eighteenth-century justifications of private property. Kant and Adam Smith are taken as the major exponents of eighteenth-century liberalism—of its natural-rights basis and its utilitarian orientation respectively. Their arguments against the still-existing feudal encumbrances, that is,'collective' forms of landownership, reveal a fundamental tension between libertarian and egalitarian premisses in liberal theory. The vindication of full individual ownership rests crucially upon the right to equal liberty —to an initial equality of starting chances. Yet this assumption of a substantive equality becomes an empty phrase to the extent that the idea of society's original common entitlement to natural resources loses all practical, political meaning.  相似文献

To gain insight into the relatively small, but increasing group of women in forensic psychiatry, a retrospective multicentre study was started gathering information from the files of 275 female patients of four Dutch forensic psychiatric hospitals on characteristics and violence risk factors. Overall, a picture emerged of severely traumatized women with complex psychopathology with multiple previous treatment failures and many incidents during treatment. The present study investigates specific psychiatric and criminal characteristics of female patients by comparing their data to those of 275 male forensic psychiatric patients. Various prominent differences were found, for example, women had more complex histories of victimization, were more often diagnosed with borderline personality disorder, were more likely to commit homicide and arson and less likely to commit sexual offenses, and were more often involved in inpatient aggression than their male counterparts. Several recommendations for gender-responsive treatment and directions for future research are provided.  相似文献

Public professionals are increasingly involved in collaborative relationships with citizens to design, implement and evaluate public services. We investigate how actors derive a specific social identity from the institutional logic of cross‐sectoral collaboration and how this social identity translates into the self‐identities of professionals. Based on an analysis of 44 semi‐structured interviews in Germany, we examine how public professionals combine the different social identities in collaborative projects and extract three varieties of professionalism: the protective professional, the tripartite professional and the collaboration professional. Our study contributes to recent discussions on hybrid identities and identity conflicts in public management. The findings raise questions on the compatibility of different social identities in collaborative settings and thus shed light on the difficulties public professionals face in citizen collaboration.  相似文献

Tummers and Knies (2016) have recently introduced a 21-item scale for the measurement of public leadership to the burgeoning field of leadership research in public administration. However, due to restrictions in survey length and response time, scholars often face practical difficulties when adopting measurement scales of such length. In many subfields of public administration, this results in a proliferation of ad hoc measures of unknown validity, which impedes scholarly progress. The goal of the present study is to develop a short form of the public leadership scale. We build on data from a two-wave study in the German public sector and follow a step-by-step scale reduction procedure. The result is a reliable and valid 11-item scale of public leadership for utilization in public administration research. Since a short scale allows researchers to include additional measures of other constructs, it facilitates the exploration of the nomological network of public leadership.  相似文献
