Besides its principal purpose to plan for economic development, India's Planning Commission has also served as an influential integrative mechanism for the economy and nation, both spatially and socially. Despite economic liberalization, the state found the commission to be an eminently useful public policy instrument and has continued to retain it. The commission has proven to be a flexible and adaptable organization, receptive to new ideas. Since liberalization, its approach to planning has changed (a) from comprehensive planning to indicative planning; (b) from planning for state hegemony to adapting to private sector expansion; (c) from planning for a producer state to planning for a quasi-welfare state; and (d) from centralization to coordination in planning. Challenges abound, however. The commission's key role in economic integration both over the short and long run, particularly as a link between the center and states, nonetheless makes it worthy of strengthening, not weakening. 相似文献

Electoral success during the reform process requires maintaining a prudent balance in meeting the requirements of the two basic state functions of accumulation and legitimacy. Initially, the Congress-led UPA government was the unintended beneficiary of the economic acceleration resulting from a global boom and the earlier economic reforms in aid of accumulation. The growth acceleration, however, also escalated rising expectations. In the effort to advance its legitimacy in order to assure continuance in power, the UPA government emphasized a distributive strategy to the neglect of accumulation. However, the rupture in growth acceleration because of external shock and internal economic mismanagement aggravated the loss of legitimacy stemming from a series of corruption scandals. The consequence was the emergence of an enormous “gap” between rising expectations and the existing reality of economic stagnation and high inflation. It is in the context of this gap that the Congress Party suffered its most severe electoral defeat in history. 相似文献

Global brands remain under increasing pressure to ensure labor standards and codes of conduct are met by their suppliers. Little is known about how this is addressed by lower tier suppliers. We investigate whether, and how, occupational health and safety standards permeate down the computer industry value chain. We compare first and second tier suppliers' engagement with a private voluntary industry code, the Electronic Industry Code of Conduct, and the publicly regulated European Union Directive on the Restriction of Hazardous Substances. We find the industry code absent at the lower tier, yet second tier suppliers do implement the European Union Directive. This is achieved without support from public agencies or global value chain linkages. Our findings question the emphasis placed on chain governance in studies of labor compliance in global value chains, and suggest that alternative and complementary approaches may be required for effective labor compliance throughout the value chain. 相似文献

Two tribal populations of India, Bison Horn Maria and Muria from Bastar district of Madhya Pradesh in Central India were studied for DNA polymorphisms at tetranucleotide short tandem repeat (STR) loci (F13A01 and HUMvWA). The US withdrawal that left the Taliban in control of Afghanistan has created a security dilemma for China. Beijing considers its Uyghur population to be a terror threat, and it believes the Taliban are allowing the group to use Afghanistan as a refuge from which to plan attacks and transit into Central Asian neighbors. This article analyzes both the historical record and recent moves by China to explain Beijing's strategy of engaging with the Taliban and developing the Afghan economy. The study indicates that the approach has some potential benefits if, as the Chinese assume, economic growth yields stability, good governance, and a cohesive state that can combat terror groups. However, the article demonstrates that Afghan history, the Taliban's ideology, and the vicious circle of instability, economic stagnation, and further chaos are likely to subvert China's goals. 相似文献

The Group of Eight Countries (G8) launched the New Alliance for Food Security and Nutrition to improve nutritional outcomes through private sector involvement in agricultural development. The accession of Malawi to the Alliance reveals the assumptions behind the intervention. We show that while the New Alliance may seem to have little to do with nutrition, its emergence as a frame for the privatization of food and agriculture has been decades in the making, and is best understood as an outcome of a project of nutritionism. To highlight the failings of the approach, we present findings from the Soils, Food and Healthy Communities Initiative in northern Malawi, which has demonstrated success in combatting malnutrition through a combination of agroecological farming practices, community mobilization, women's empowerment and changes in intrahousehold gender dynamics. Contrasting a political economic analysis of the New Alliance alongside that of the Soils, Food and Healthy Communities Initiative shows the difference between a concern with the gendered social context of malnutrition, and nutritionism. We conclude with an analysis of the ways that nutrition can play a part in interventions that are inimical, or conducive, to freedom. 相似文献
