The US withdrawal that left the Taliban in control of Afghanistan has created a security dilemma for China. Beijing considers its Uyghur population to be a terror threat, and it believes the Taliban are allowing the group to use Afghanistan as a refuge from which to plan attacks and transit into Central Asian neighbors. This article analyzes both the historical record and recent moves by China to explain Beijing's strategy of engaging with the Taliban and developing the Afghan economy. The study indicates that the approach has some potential benefits if, as the Chinese assume, economic growth yields stability, good governance, and a cohesive state that can combat terror groups. However, the article demonstrates that Afghan history, the Taliban's ideology, and the vicious circle of instability, economic stagnation, and further chaos are likely to subvert China's goals.  相似文献

Recent research on incest suggests that it is a complex phenomenon which assumes a variety of forms in different situations. A tentative typology based on prior research and clinical reports is presented. A preliminary framework for recognizing and dealing with various types of incest is outlined and a discussion of intervention and prevention strategies is provided.  相似文献

The traditional literature on interest group behaviour presumes that private interests develop lobbying strategies based on the principle of effective allocation of resources. However, nearly 400 private interest groups actively lobby the Council of Europe, a classical intergovernmental organisation with weak decision-making powers, where no significant policy pay-off is expected to occur. This analysis aims to explain the seeming puzzle of private interest groups seeking to influence an institution which is generally perceived as having no strong decision-making powers in European political space. It does so by exploring three explanations from the existing literature, namely ‘policy overlap’, ‘venue shopping’ and ‘epistemic community’, and considers another explanation not hitherto fully developed, suggesting that the ‘ideological motivation’ of interest groups helps to explain their behaviour. Taking the ideological motivation of interest groups into account when analysing lobbying strategies can in fact shed light on certain lobbying preferences that would otherwise appear to defy the logic of interest representation. This paper therefore suggests that an ‘ideological motivation’ explanation potentially plays a crucial role in the analysis of the behaviour of any interest group.  相似文献

ABSTRACT

The article asserts that China’s NOCs have trumped Indian oil companies in four ways. First, Chinese NOCs have more oil blocks in Angola and Nigeria relative to Indian oil companies. Second, NOCs from China are able to outbid Indian oil companies if and when they directly compete for the same oil blocks. Third, Chinese NOCs have better quality oil blocks compared to Indian oil companies. Fourth, Chinese NOCs are preferred as partners by African NOCs and international oil companies. It provides a more comprehensive explanation of the above observations by examining macro level factors such as difference in the economic, political and diplomatic support received by the Chinese and Indian oil companies from their respective governments and foreign exchange reserves and micro level factors such as access to capital, rate of return on investment, pricing of oil and risk aversion.  相似文献

The livings have responsibilities for the dead; and in particular, civilized societies recognize the need for identity both during life and at death, particularly in circumstances when an unknown body is summoned for medico-legal autopsy. There are numerous tools for identification of an unknown body which includes visual identification, fingerprints, medical prostheses, odontological techniques, DNA fingerprints and to include in the list is the occupational marks over the body sustained during the course of his or her profession. The medico-legal investigators should possess comprehensive knowledge of such occupational marks, which aid in identification. We are highlighting a case of rare entity, where a forensic evaluation of occupational marks was done to establish the identity of an unknown elderly male, who committed suicide by ligature hanging.  相似文献
