A Rapid,Confirmatory Test for Body Fluid Identification,

We have developed a technique that allows investigators to confirm the presence of blood, semen, and/or saliva in a crime scene sample. It is a confirmatory test where multiple samples can be processed in less than an hour, and it is potentially portable, permitting samples to be processed at the crime scene. Samples at a scene giving a positive result can be further processed while those failing to do so may be ignored. There is a large and growing backlog of DNA evidence in the USA, slowing down the criminal justice system. This backlog has continued to grow despite an increase in the ability to process evidence faster. This technique uses quantum dot molecular beacons to test for tissue‐specific RNA species, identifying particular body fluids. We have demonstrated the tissue specificity of molecular beacons for blood, semen, and saliva.     

Place Management at the City of Swan – A Whole‐of‐City Approach

Local government often consists of a diverse array of local communities, but remains ideally placed to work with communities in responding to challenges at a local ‘place’ level, as well as broader regional issues. The City of Swan, Western Australian (WA) recognised that it required a more adaptable and place focussed approach to the planning and delivery of services to its large and diverse communities. This has led to the adoption of a place management approach at the City, including the division of the City into five smaller place management areas, based around communities of shared interest. This article highlights the application of place management as it has been applied across the City of Swan, including lessons learnt to date.     

Blame,Responsibility, and the Tea Party in the 2010 Midterm Elections

There is a general consensus both in the news media and scholarly research that 2010 was a highly nationalized election year. Reports have indicated that anti-Obama sentiment, the Democrats’ legislative agenda, the economy, and the Tea Party were all factors contributing to Democratic losses in the congressional elections. In this paper, we use data from 2010 Cooperative Congressional Election Study to examine the individual-level dynamics that contributed to the heightened nationalization of the 2010 congressional elections. Our analysis shows that Tea Party support and the attribution of blame and responsibility by voters are essential to understanding the 2010 election outcome, beyond what we would expect from a simple referendum model of midterm elections. Not surprisingly, Tea Party supporters blamed Democrats for the state of national affairs, disapproved of the Democrats’ policy agenda, and overwhelmingly supported Republican candidates in the congressional elections. However, our analysis shows that not all voters who supported Republican candidates were driven by high levels of opposition to President Obama and the Democrats. Another key group of voters blamed both Democrats and Republicans for the nation’s problems but ultimately held Democrats responsible in the voting booth by supporting Republican congressional candidates.
