Toward more valid evaluations of training programs serving the disadvantaged

The author challenges the widespread assumption that the wage effects of federal training programs are reliable and unbiased estimates of productivity effects and social benefits. Evidence is presented that the reputations of government training programs are unreliable and that employers stigmatize those eligible for Targeted Jobs Tax Credit and Comprehensive Employment and Training Act on-the-job training contracts. Graduates of classroom training programs which are known to be funded by the Job Training Partnership Act are likely to be similarly stigmatized. TJTC eligibles are seriously underpaid by employers and job training partnership act graduates may experience a similar fate. Consequently, the true effect of JTPA on the productivity of disadvantaged workers may be considerably larger than its effect on wages. The author describes alternative methods of obtaining estimates of productivity effects of training programs.     

Education and mass belief systems: An extension and some new questions

Using the SRC/CPS's national election surveys from 1956 to 1976, this paper investigates the effect of education on consistency among the public's domestic policy opinions. Evidence from both gamma correlations and factor analysis indicates that education has neither a strong nor a linear effect on issue constraint over the 20 years covered by the data, for the lowest and the highest education strata consistently show the highest levels of constraint. We do not conclude, however, that education is unrelated to recognition of ideological concepts, for almost one-half of the lowest education stratum do not use liberal and conservative terms. We conclude that issue constraint does not directly translate into ideology and suggest some new directions that future research should take if we are to evaluate effectively the effect of education on opinion structuring.A preliminary version of this paper was presented at the 1978 Meeting of the Midwest Political Science Association.     

Micellar electrokinetic chromatographic screening method for common sexual assault drugs administered in beverages

Recently, much attention has been given to benzodiazepines and gamma-hydroxybutyric acid (GHB) related compounds owing to their alleged widespread use as date-rape drugs. Toxicologists would greatly benefit from a screening method that allows for the simultaneous detection of both groups of substances. A new capillary electrophoresis (CE) method has been developed in the micellar mode to accomplish this separation in under 16 min using a sodium dodecyl sulfate (SDS)/sodium tetraborate/boric acid buffer with an acetonitrile organic modifier. Optimization of SDS and organic modifier concentration, along with pH, were performed on a set of standards containing eight benzodiazepines, GHB, gamma-butyrolactone, and the internal standard, sulfanilic acid. The method was shown to have a detection limit of less than 2 microg/ml for five out of eight benzodiazepines with a linear range of 2.5-100 microg/ml. The detection limit for GHB was 32 mg/ml with a linear range to 2500 microg/ml. This method was applied to the rapid analysis of spiked beverages. GHB spiked beverages were monitored after using a series of simple dilutions to determine the effects of time on the drug analysis. Possible interfering peaks from drugs of abuse and artifacts from a variety of different drink combinations were also studied in detail. A one-step liquid-liquid extraction was the only necessary sample pretreatment.     

Competition in the market for nursing home care

The competitive model may fit the nursing home sector better than it fits other health care markets, but Medicaid subsidies and regulation have not allowed the market to work freely, and nursing home insurance may cause further divergence from a competitive ideal. Incentives for both providers and consumers that capitalize on competitive aspects of the market might be used to improve outcomes of the nursing home market, especially under a system of comprehensive long-term care insurance.     

Climate Change and the Future of Caribbean Development

Climate change is rapidly becoming the defining feature of the Caribbean developmental landscape. Yet theoretical and practical responses to the issue have been somewhat limited, particularly in terms of the socio-economic and political dimensions. This article begins by tracing the dramatic impact that climate change presages for Caribbean development. It then moves on to an analysis of how the region is attempting to respond at the global, regional and national levels. We then question the significance of this for Pan-Caribbean development, before pointing the way to a nascent research agenda with the political economy of climate change at its heart.
