Looking Back to Move Forward: Quantifying Policy Predictions in Political Decision Making

Policy makers constantly face uncertainty, which makes achieving their goals problematic. To overcome this uncertainty, they employ tools to drive down uncertainty and make probabilistic decisions. We provide a method for scholars to assess empirically how actors make probabilistic predictions. We focus on the interactions between the executive and judicial branches, analyzing the conditions under which justices force the United States to provide them with information. Our approach generates substantive knowledge about interbranch behavior as well as a methodological innovation available to scholars who study political decision making under conditions of limited information.     

The 2012 sandy hook elementary school shooting: Connecticut’s department of mental health crisis response

This article reports on the role, activities, and lessons learned of a state mental health authority—the Connecticut Department of Mental Health and Addiction Services—in responding to the mental health needs of families and community members following the 2012 Sandy Hook Elementary School shooting. Following the introduction, we provide a brief case study of Department of Mental Health and Addiction Services’ role in the aftermath of the Sandy Hook shooting. This role included use of the Incident Command System (ICS) to deploy a standing statewide network of clinicians who provided direct care for surviving children and school personnel, victims’ family members, and others, and coordination of its mental health response with the activities of other state, private, and individual players. We then discuss key themes and lessons learned and offer recommendations to mental health authorities for planning and implementing their own responses to possible like incidents in the future.

The Value of Diplomatic History: A Case Study in the Historical Thought of Herbert Butterfield

This article, substantially based on archival sources, aims to rehabilitate diplomatic history as a mode of enquiry and education using the insights and reflections of Sir Herbert Butterfield, one of the leading historians of the twentieth century. Integrated with developments in theory, methodology and new areas of inquiry over the past generation, his thoughts, it will be argued, can inform the tenets of a revitalized diplomatic history—one that fulfills the promise of its founding scholars and one that reclaims its place at the forefront of historical scholarship: a corrective to some of our present academic priorities.     

Communal Democracy and its History

Communes and communal thought are an essential part of the history of democracy. By recognizing this we can re-discover the connection between democracy and local, small-scale self-government, and see that democracy has a communitarian as well as a liberal foundation.     

New Institutionalism and Naturalism in Socio‐Legal Analysis: Institutionalist Approaches to Regulatory Decision Making

Through drawing on the work particularly of sociological and organizational theorists socio-legal work has added considerably to an understanding of the uses of law and discretion, and shown the contingency of the operation of law on the economic, political and organizational context. Some important questions still remain unanswered, however. In particular, if in decision making law is not determinative, but rather decisions are shaped by other bureaucratic or organizational norms, political and economic pressures and an individual's own world views and interests, what role does law play? Further, what impact does the decision process, in which different norms or considerations all bear, have on law? In starting to answer these questions the article examines the models of decision processes and decision behavior which underly the different new institutionalist analyses, and suggests that whilst they provide some insights, they have their own limits.
