Given the finding that the marginalized are less politically engaged, we examine those who are arguably the most marginalized—the undocumented—and ask: what underwrites recent cases where the undocumented have been politically engaged in meaningful and substantive ways? Additionally, how does this compare with the existing literature on the practice of citizenship for those with formal rights? And what are the implications for our understanding of political participation in the contemporary USA? We seek to address these questions by examining cases where undocumented immigrants act like citizens even though they lack formal political rights. Our cases deviate from previous literature which argues that more marginalized people participate less and that those without formal rights engage in contentious politics in lieu of “normal,” institutional politics. Our analysis of the DREAMers and of immigrant worker centers helps us rethink this traditional distinction between “normal” and contentious politics. Moving beyond a focus on the specific actions that fall into each category, we instead emphasize how the context for these actions is crucial to understanding the foundations of political participation. In particular, we argue that the same “normal” political actions taken by citizens versus noncitizens reveals different foundations underneath; for those without formal rights, what underwrites participation in “normal” and contentious politics alike is what we call grassroots citizenship. We examine how the political participation of undocumented workers and DREAMers takes place within immigrant organizations and how it relies on three pillars: solidarity, critical analysis, and collective action. While previous literature has emphasized the urban and local nature of active, alternative citizenships, our cases operate at multiple scales, demonstrating how grassroot citizenship can be leveraged and “scaled up” to state and national levels. Additionally, through an analysis of grassroots citizenship, we get some purchase on the question of why politicians sometimes listen to people who cannot vote.  相似文献

Social ecological theories and decades of supporting research suggest that contexts exert a powerful influence on adolescent delinquency. Individual traits, such as impulse control, also pose a developmental disadvantage to adolescents through increasing risk of delinquency. However, such individual differences may also predispose some youth to struggle more in adverse environments, but also to excel in enriched environments. Despite the prominence of impulse control in both developmental and criminological literatures, researchers are only beginning to consider impulse control as an individual characteristic that may affect developmental outcomes in response to environmental input. Using a racially diverse (Latino 46?%; Black 37?%; White 15?%; other race 2?%) sample of 1,216 first-time, male, juvenile offenders from the longitudinal Crossroads Study, this study examined key interactions between baseline impulse control and the home, school, and neighborhood contexts in relation to delinquency within the following 6 months. The results indicated that even after accounting for prior delinquency, youth in more negative home, school, and neighborhood contexts engaged in the same amount of delinquency in the following 6 months regardless of their level of impulse control. However, the effects of positive home, school, and neighborhood contexts on delinquency were stronger for youth with moderate or high impulse control and minimally affected youth with low impulse control. The findings suggest two risk factors for delinquency: low impulse control as a dispositional vulnerability that operates independently of developmental context, and a second that results from a contextual vulnerability.  相似文献

Abstract. This article presents a definitional and historical summary of 'civil society' as a western concept, and then traces how it was used in Japanese political theory and practice. 'Civil society' discourse became a familiar term amongst post–war Japanese historians and social scientists in the period 1945–1970, and thus preceded the recent international proliferation of 'civil society' literature in the 'west' from the 1970s onwards. 'Civil society' discourse was politicised in practice in Japan in the 1950s and 1960s, principally in opposition movements wanting to encourage political participation by ordinary citizens. While some 'civil society' discourse in Japan was based on an idealisation of 'western' ideas and practice, it is also the case that the individualism and democratisation implied in 'civil society' discourse has been very differently understood in 'western' countries and very unevenly instituted in their political practice. A simple East–West frame makes significant similarities between Japanese ideas and practice and 'western' concepts and politics disappear, and additionally causes significant differences within the 'west' regarding individualism and democratisation to become invisible.  相似文献

The increased focus on marketizing mechanisms and contracting‐out operations following the New Public Management reform agenda has sparked a debate on whether the close interactions between public and private actors might drive corruption in the public sector. The main response to those worries has been increased transparency, but so far empirical evidence of its efficiency remains scant and mixed. This article argues that the beneficial effects of transparency on corruption are contingent on type of transparency, and in particular, who the intended receiver of the information is. Drawing on newly collected data of more than 3.5 million government contracts between 2006 and 2015, the analysis shows that overall tender transparency reduces corruption risks substantially, yet that the effect is largely driven by ex ante transparency, that is, transparency that allows for horizontal monitoring by insiders in the bidding process.  相似文献

This paper documents the lessons drawn from several years of practical work with a range of Programme and Project Cycle Management (PPCM) processes and tools. The need for PPCM training, and not simply Logical Framework training, is emphasised, as is the importance of using an experiential training methodology. Institutional ownership of both PPCM tools and approaches are considered to be vital for success. Since so many donors now use PPCM tools, the need for development professionals to have PPCM skills and knowledge is paramount. The value of logframes as a tool to both increase programme/project ownership and communication is highlighted. The importance of thinking outside the boxes of the logframe at the project/programme review stage is also emphasised.  相似文献

The study of compliance has been predominantly Western, and we do not know whether existing theories and findings also apply elsewhere. As a first venture in developing a comparative view on compliance, this study seeks to gain a comparative understanding of compliance decision making among Chinese and American students. It studies their decisions in response to two scenarios that offer an opportunity to use pirated online content. It tests how their decisions are shaped by subjective deterrence, social norms, and perceived duty to obey the law, comparing a control group with a group who received an explicit deterrence message from a strong campaign targeting the use of pirated digital content. The results indicate that, regardless of the explicit enforcement context, Chinese students' inclination to engage in digital piracy hinges chiefly on the perceived behavior and approval of others. This stands in contrast to US students. Within an explicit enforcement context, both social norms and perceived enforcement affect US students' decision making, whereas when there is no explicit enforcement context, both social norms and perceived duty to obey the law affect decision making. This study thus provides a warning that compliance theories and findings may not generalize well beyond the Western context. This necessitates the development of comparative compliance studies and more cross‐national replication.  相似文献

The developmental-ecological perspective provides a means for understanding how the oppression of children occurs within multiple social contexts that interrelate to produce harmful outcomes for children. Because children lack power due to their age, size, and lack of resources, they are easy targets for adult oppression. Children are exposed to different levels and types of oppression that vary depending on their age, level of development, socioeconomic class, race, and the beliefs and perceptions of their parents. According to the theory of differential oppression, oppression leads to adaptive reactions by children: passive acceptance, exercise of illegitimate coercive power, manipulation of one's peers, and retaliation. Reducing the oppressive acts of adults and alleviating the damaging circumstances that characterize the social environment of children is critical to reducing the prevalence of juvenile delinquency and other problem behaviors. The juvenile justice system can process youth in myriad ways. Youth who are formally processed, relative to being informally processed, may experience more public and harsh sanctions that label youth more negatively as “deviant.” Drawing on labeling theory, the current study evaluates the relative effect of formal justice system processing on the interpersonal dynamics of youth peer networks. Using data from the Crossroads Study, a multisite longitudinal sample of first-time adolescent offenders, the current study applies augmented inverse probability weighting and generalized mixed-effects models to estimate the effects of formal processing on friendship selection processes of homophily and withdrawal and considers whether these effects vary by race and ethnicity. Consistent with expectations of homophily, formally processed youth acquire more new deviant peers and fewer nondeviant peers during the 3 years after their initial processing decision compared with informally processed youth. The findings suggest no differences exist across processing types in withdrawal from friends. These effects were consistent across racial and ethnic groups. Ultimately, this study explores the dynamic interpersonal mechanisms associated with labeling theory and offers additional insight into the negative effects of formal processing.  相似文献
