ABSTRACTThis article explores how societal actors in Somalia take part in a transnational politics of countering/preventing violent extremism (CVE/PVE) through a political sociological approach to militarisation. We argue that the transnational politics of CVE represents an extension of global militarism by some states, institutions, donors and brokers. CVE works to adapt global militarism and to reconfigure the global-local relationships that sustain it. We explore the roles and influence of local ‘CVE brokers’ in deradicalisation efforts in South-central Somalia. They inadvertently merge the counter-terrorism approach to Somali people, values and territory with non-military means. We show that their key practices – co-ordination, translation and alignment – advance, but also disrupt, alter and transform CVE policy objectives. 相似文献

The end-value theory of charismatic influence is premised on the existence of two basic types of values which underlie and primarily determine all influence relations. Charismatic and transactional influence relations are defined by these value types. A values typology is proposed as a general framework for analysis of influence relations, leadership, and related constructs. Predictive models, both primary and extended, are derived and specified. This work argues that there is no univocal interpretation of what regulatory policy is and pursues. Taking the strategy of the European Commission as a starting point only, it addresses more specifically the Union legislature's perspective, which, in a democratic decision‐making process, cannot compromise its autonomy. In the unique constitutional universe of the European Union, the “Better Law‐Making” agenda pursues an important additional objective: facilitating the very process of adopting legislation by means of interinstitutional conflict prevention mechanisms and through a common approach to interpretation and implementation of primary law. ABSTRACTThe efforts undertaken to establish the contemporary European Union started many years earlier. The history of establishing a pan-European organization is interesting not only for historians and economists but also translators and linguists as it is the history of interlingual communication (negotiations and agreements). One such negotiation was allegedly ineffective due to the difference in understanding the French term engagement and its English equivalent employed by translators and interpreters, that is to say the English term commitment. The authors aim at presenting the political background of negotiations and the social semiotic analysis of the terms in question in order to provoke the reader to find the answer to the question whether the negotiation was broken due to interlingual miscommunication resulting from erroneously chosen equivalent or it was destined to failure from the very beginning due to socio-political and economic interests of negotiating parties. In order to achieve that goal, the authors have analysed notes exchanged between the governments of France and Great Britain in course of negotiation. The history of negotiation and the linguistic analysis are combined to illustrate the complexity of meaning construction and the semiotic implications of the contextual dependence of meanings of terms and their dynamic evolution in time and space. 相似文献
