The impact of a ready‐made state: East Germans in comparative perspective

To understand the impact of reunification upon Germans, we must make before and after comparisons across time, and also across central Europe. The first section shows that from the perspective of comparative Communist regimes, east Germans have been doubly advantaged, in former times because of belonging to a relatively prosperous part of the Soviet bloc and since reunification as subjects of a ‘ready‐made state’ with democracy and a wealthy social market economy. Analysis in the second section of the impact of reunification on west Germans shows that a significant proportion feel less satisfied than before, whereas the opposite is the case for east Germans. The third section introduces comparisons with Austria. Like the Federal Republic, it has enjoyed the advantages of democracy and a market economy, but without the trauma of division and reunification.     

Demand for tea in the UK 1874–1938: An econometric study

The main objective of this study is to provide estimates of price and income elasticities of demand for tea in order to explain the growth in tea consumption over the period 1874–1938. Numerous other factors, both economic and social, may contribute to changing patterns of consumption. Indeed, such factors as demographic and organisational changes and different social habits may exert an influence on price and income elasticities. A subsidiary aim of this study is to examine the influence of these factors on the differences in income and price elasticities in demand for tea over various sub‐periods between 1874 and 1938.     

Innovation Agents in the Public Sector: Applying Champion and Promotor Theory to Explore Innovation in the Australian Public Service

Innovation is critical to organisational success and is a process steered, and potentially thwarted, by individuals. However, despite the importance of public sector innovation given the complexity of policy issues faced and the sector's specific contextual features, our understanding of innovation processes in government requires expansion. This study, using in‐depth case analyses of three Australian Public Service agencies, focuses on understanding the ‘human component’ of the innovation process by drawing on both innovation champion and promotor theories to explore, through the lens of organisational power, how multiple human agents progress public sector innovations. The results highlight the key, and often tandem, roles of individuals at multiple organisational levels who work to inspire and motivate others to progress an innovation (champions) and those with specific power bases who help overcome organisational barriers to innovation (promotors).     

Civil Society Engagement in Trade Negotiations: CAFTA Opposition Movements in El Salvador

This article analyzes civil society participation in the free trade debate by focusing on networks that opposed the Central American Free Trade Agreement (CAFTA) in El Salvador. Drawing on documents, direct observation, and semistructured interviews with civil society leaders, two kinds of opposition coalitions are identified. "Critic negotiators," emphasizing active engagement and policy research, used the limited participation space opened by authorities to push for reform. "Transgressive resisters," repudiating the formal consultation process, deployed confrontational tactics and posed more fundamental challenges. This work uses social movement theory to explore coalition resource mobilization, the role of movement entrepreneurs, strategic decisionmaking, mechanisms linking local and transnational activists, and the dynamics of intramovement competition.     

An Experimental Template for Case Study Research

Methods are usually classified as either "experimental" or "observational," a dichotomy that has governed social science research for centuries. By implication, this dichotomization precludes a consideration of experimental strategies in case study work. Yet, we argue that one gains purchase on the tasks of research design by integrating the criteria traditionally applied to experimental work to all research in the social sciences—including case study work, the focus of this article. Experimental research designs aim to achieve variation through time and across space while maintaining ceteris paribus assumptions, thus maximizing leverage into the fundamental problem of causal inference. We propose to capture these multiple criteria in a four-fold typology: (1) A Dynamic comparison mirrors laboratory experimentation through the use of both temporal and spatial variation; (2) A Longitudinal comparison employs temporal variation; (3) A Spatial comparison exploits variation through space; and (4) A Counterfactual comparison relies on imagined comparison. All comparison case study research designs can be slotted into one of these four categories. Moreover, the typology illustrates in a concise fashion the ways in which case study research designs attempt to mimic the virtues of experimental design and the degree to which they succeed. The classic experiment, with manipulated treatment and randomized control, thus provides a useful template for discussion about methodological issues in experimental and observational contexts.     

Determinants of interest group formation

It is widely recognized that interest groups affect both microeconomic and macroeconomic outcomes. However, few researchers have attempted to discern empirically the factors that contribute to interest group activity. This paper provides a test of several theories of group formation in a panel setting. A nation’s stability, socioeconomic development, political system, size, and diversity all appear to contribute to interest group formation, as predicted by theory.     

Rebuilding Ukraine's hollow State: Developing a democratic public service in Ukraine

This article describes assistance that is being provided as part of an institution building project with a view to making a lasting impact on the development of a democratic public service of Ukraine. It explains the nature of the project and the strategies adopted to overcome difficulties. It compares and contrasts approaches adopted by technical assistance projects in assisting administrative reform. It also examines the special nature of the Ukraine project that arises out of the distinctive context and needs of Ukraine. The article continues by examining the role of external assistance in validating the Ukrainian Institute of Public Administration and Local Government's Masters in Public Administration and the contribution made to the development and delivery of the Masters programme. A special feature of the project is the series of one-month internships when IPALG students visit London. The internship programme allows students to identify aspects of UK experience relevant to changes that Ukraine wishes to make in its administrative culture. As part of this programme, students are placed in government organizations and NGOs. The placements are complemented by a series of change management seminars that enable students to evaluate options for change, to assess their own role in the change process and recognize the key stages in the change process. The project team has undertaken a full evaluation of the first presentation of the programme and the article presents the findings.
