As an alternative to the environmental cartel approach, we assume that an international environmental agreement aims simply at providing a collective response to a perceived threat. Given this less demanding concept of cooperation and considering that most treaties become enforceable only after ratification by a sufficient number of participants, we examine the set of self-enforceable agreements. This set contains first-best but also second-best agreements that do not maximize the collective welfare of members but meet environmental and/or participative requirements. We study the properties of this set and discuss admissible values of targets and thresholds that favour economics over environmental objectives and vice versa. 相似文献

The media play a key role in stereotyping as “ignorant and uncouth hillbillies” people who live in rural US communities. As well, since the early 1970s, popular films frequently portray rural areas as dangerous locations, places where urban people are at high risk of being savagely killed and tortured by demented, in-bred locals without conscience or constraint. Further, with the advent of the Internet, rural women continue to be depicted in a degrading, highly sexualized manner and “gonzo” pornographic videos of them are widely and freely accessible. Informed by feminist and cultural criminological modes of inquiry, this paper presents some exploratory research on rural horror films and pornographic videos. A key argument is that with the help of new information technologies, these media are normalized, mainstreamed, and contribute to the horrification/pornification of rural culture, and by doing so, mask the real issues about crime, violence, and gender relations in the rural context. 相似文献

Achieving greater female presence in influential positions is a commonly discussed strategy for gender reform in institutions such as the US Congress. Using theory adapted from research on gender in the workplace, this study examines whether women representatives, as ‘managers’ of congressional offices, alter patterns of gender representation in Congress by hiring and promoting more women staffers compared with men representatives. Cross-sectional logistic regression analyses of staffer sex during the 110th and 111th Congresses (2007–10) reveal a positive relationship between women representatives and female presence on congressional staffs. However, the relationship does not hold with respect to the most influential staff positions. These findings provide only limited support for theories that women representatives act as ‘change agents’ by directly facilitating opportunities for women, and highlight the importance of exploring alternative strategies for empowering women and regendering legislative institutions. 相似文献

Reverse projection photogrammetry has long been used to estimate the height of an individual in forensic video examinations. A natural extrapolation would be to apply the same technique on a video to estimate the speed of an object by determining the distance traveled between two points over a set amount of time. To test this theory, five digital video recorders (DVRs) were connected to a single fixed camera to record a vehicle traveling down a track. The vehicle's speed was measured through Doppler radar by a trained operator and the speedometer of the vehicle was also recorded with a video camera. The recorded video was examined and the frames that best depict the beginning and end of the vehicles course were selected. Two reverse projection photogrammetric examinations were performed on the selected frames to establish the position of the vehicle. The distance between the two points was measured, and the time elapsed between the two points was examined. The outcome provided an accurate speed result with a standard degree of uncertainty. This study proves the feasibility of using video data and reverse projection photogrammetry to determine the speed of a vehicle with a limited set of variables. Further research is needed to determine how additional variables would impact the standard degree of uncertainty. 相似文献

In this article we present the schools of thought comprising Critical Management Studies (CMS), explore their implications for public administration, and provide an alternate definition of democratic governance. We synthesize and describe the “modern stream,” inspired by the Frankfurt School, and the “postmodern stream,” associated with poststructuralist authors. Despite significant epistemological and ontological differences, these perspectives complement each other and cast new light on democratic governance.
