Not only astronauts, but also many space-related scientists have made remarkable contributions to the development of a more philosophical view of society. These contributions are illustrated by numerous works produced by famous space pioneers at the end of their careers. The link between science and philosophy is well acknowledged, but the two disciplines suffered a schism some 350 years ago. Now one could ask the question of whether the time has not come to merge both disciplines again. This precise theme can be found in many works and papers written by space scientists. In attempting to create a better understanding of the relation between space and philosophy, it is worthwhile to consider some characteristics of the space workforce. Comparisons have been made between this workforce and so-called “corporate Ronins”—independent and unconventional thinkers who are attracted by the challenging environment offered by space activities. These individuals' presence in the space workforce could therefore be a viable explanation for the philosophical dimension associated with space activities.  相似文献

For most of its history the United Nations was reluctant to deal with intelligence and major powers were reluctant to share intelligence with it. But as the UN's peacekeeping operations intensified in some of the world's hot spots in the early 1990s, the UN found it both necessary and wise to create an information analysis capability at UN headquarters in New York. To funnel selected intelligence to the headquarters, several countries (including the US, UK, France and Russia) loaned intelligence officers to the UN's Situation Centre on a secondment basis. This paper describes the activities of the SitCen's Information and Research (I&R) Unit that existed from 1993 to 1999 under the informal motto ‘Keeping an Eye on the World’. Using a case study of I&R reporting on the situation in Eastern Zaire (1996), where UN-run refugee camps were under attack, it is possible to examine the nature and utility of the intelligence provided by the intelligence officers to UN decision-makers and the planners of the Canadian-led multinational force in the region. It reveals that the Unit provided significant and useful intelligence about arms shipments, belligerent activities, and the status of refugees and made several prescient predictions and warnings. The Unit sought to minimize national bias and incomplete information, though both problems were still in evidence. Still, in many ways, the I&R Unit remains a useful model for the development of a future intelligence capability.  相似文献

The 1974 Cypriot War divided the island of Cyprus into two parts with a narrow demilitarized zone (DMZ) between the opposing Greek Cypriot and Turkish forces. The volatility and violence in this zone, called the ‘Green Line’, necessitated a constant UN peacekeeping presence that was achieved mainly with manned observation posts (OPs). About 150 of these posts were established by 1975 to maintain stability and prevent flare-ups, including any lethal exchanges between the two sides. By the early 1990s, many of the countries contributing peacekeepers to the United Nations Peacekeeping Force in Cyprus (UNFICYP) had become tired of the stalemate and the lack of progress in negotiations (peacemaking), so they withdrew their troops from the force. This necessitated a reduction in the number of constantly manned OPs from 51 in 1992 to 21 in mid-1993. Further downsizing of UNFICYP by the UN Security Council in 2004 gave rise to a new approach to monitor the DMZ and produce actionable intelligence. Cameras were installed in hot-spots in the Nicosia DMZ and more responsive patrols were introduced as part of the new ‘concentration with mobility’ concept. This was the first time a UN peace operation used unattended cameras to monitor a demilitarized zone. This article examines the UN's difficulties and successes using the remote cameras, especially during important incidents. Other technologies that aided UNFICYP are also reviewed for lessons that might assist an under-equipped United Nations in its watchkeeping function.  相似文献

The dual processes of rapidly transforming cities and administrative decentralisation demands that local government address human mobility as a means of countering urban poverty. Despite this imperative, local authorities are often poorly equipped to address the needs of poor and transient residents. Through an examination of four South African municipalities, this article helps to identify three critical factors working against effective responses: poor data and conceptual bias; institutional ambiguities and budgeting processes; and, ironically, participatory planning. Although any one of these could serve as a basis for an article, by taking them together, we better summarise the challenges' scope and outline areas for further research and policy intervention. This study examines the role of sociodemographic factors and violence characteristics in influencing women's reporting behaviors and types of police intervention received in response to intimate partner violence (IPV) in Canada. A subset of female respondents to Canada's 1999 General Social Survey who experienced physical or sexual IPV by a male perpetrator and who had contact with the police as a result of the violence was used for this analysis (n = 383). Findings suggest significant racial, economic, and social variations in women's motivation for self-reporting violence to the police as well as in the types of law enforcement interventions administered by police in response to reports of IPV. Many proportional representation systems are characterised by a legal electoral threshold. Such a threshold reserves the allocation of seats for those parties that reach a minimum share of the votes. In order to fight fragmentation, a 5 per cent threshold has been introduced for both federal and regional elections in Belgium. This article seeks to explore the mechanical and psychological effects of this legal threshold after five elections. It is shown that the threshold has had limited mechanical and psychological effects on voters but some psychological effects on party elites. Moreover, while in the short term the average number of lists dropped and several pre-electoral coalitions formed, in the longer term the legal threshold has not prevented further fragmentation.  相似文献

PurposeThe majority of patients treated at forensic psychiatric outpatient facilities suffer from personality disorders, especially Cluster B disorders. Life events have been shown to influence subjective well-being, severity of psychopathology and delinquent behaviour of patients with different personality disorders. However, the influence of life events on subjective well-being of patients suffering from Cluster B personality disorders has rarely been studied. Following General Strain Theory and the dynamic equilibrium model, we hypothesised that negative life events would negatively influence subjective well-being, and that subjective well-being would change when an instability of life events occurs.MethodsFifty-six adult male forensic psychiatric outpatients were interviewed on their subjective well-being and filled out a self-report life event questionnaire, at three time-points, with an interval of three months. Life events were categorized along two dimensions: positive / negative and controllable / uncontrollable.ResultsPatients had a stable pattern of positive, negative controllable and uncontrollable life events. Positive controllable events did not have a stable pattern. Results indicated that only negative controllable events correlated negatively with subjective well-being. Furthermore, positive and positive controllable events correlated with a positive change in subjective well-being and uncontrollable events correlated negatively with this change.ConclusionsForensic psychiatric outpatients seem to experience a relatively stable ‘load’ of stressful life events, that does not influence change in subjective well-being. We did not find unequivocal support for General Strain Theory. In line with the dynamic equilibrium model, forensic outpatients seemed less used to positive controllable life events, which influenced positive change in subjective well-being. In outpatient forensic treatment, attempts to limit negative life events together with enhancing behaviour which results in positive events should be targeted. This might result in better lives for patients and in reduced criminal behaviour.  相似文献
