Intergovernmental competition can enhance efficiency. Centralization of government expenditures inhibits intergovernmental competition because it makes governments more homogeneous, and so cartelizes local governments. Cartelization reduces Tiebout competition, and limits benchmark competition in which one government??s performance can be compared with neighboring governments. Measuring fiscal centralization as the ratio of local to state and local government expenditures within the state, the evidence shows that more fiscal decentralization is associated with higher levels of state per capita income. Cartelization of local governments negatively impacts income.  相似文献

Although child neglect and substance abuse co-occur in greater than 60% of child protective service cases, intervention outcome studies are deplorably lacking. Therefore, a home-based Family Behavior Therapy is described in the treatment of a woman evidencing child neglect, substance dependence, domestic violence and other co-occurring problems. Treatment included contingency management, self control, stimulus control, communication and child management skills training exercises, and financial management components. Results indicated improvements in child abuse potential, home hazards, domestic violence, and drug use, which were substantiated by objective urinalysis testing, and tours of her home. Validity checks indicated the participant was being truthful in her responses to standardized questionnaires, and assessors were “blind” to study intent. Limitations (i.e., lack of experimental control and follow-up data collection) of this case example are discussed in light of these results.  相似文献

The methoxy methyl phenylacetones share an isobaric relationship (equivalent mass but different elemental composition) to the controlled precursor substance 3,4-methylenedioxyphenylacetone (3,4-methylenedioxyphenyl-2-propanone; 3,4-MDP-2-P). The ten ring substituted methoxy methyl phenylacetones are resolved by capillary gas chromatography on a modified cyclodextrin stationary phase. All ten regioisomeric ketones eluted before the controlled precursor substance 3,4-methylenedioxyphenylacetone. The vapor phase infrared spectra generated from the capillary column effluent clearly differentiated 3,4-MDP-2-P from the various methoxy methyl phenylacetones. Additionally the methoxy methyl phenylacetones provide unique individual infrared spectra. Infrared absorption frequencies and patterns confirmed the relative position of the methoxy-group and the acetone side-chain for the regioisomeric ketones.  相似文献

It is widely accepted that the number of self‐represented litigants has skyrocketed nationwide, especially in family law cases. Although nationwide comprehensive data on the number of self‐represented litigants do not exist, anecdotal evidence supports the belief that self‐representation is increasing. The challenge for courts and the entire legal profession is how to respond. Most observers in Indiana would agree that the traditional model of family law litigation—both spouses represented by lawyers settling their disputes before a judge—is no longer the norm in family law cases. Judges face a dilemma: assisting a self‐represented litigant to level the playing field against a represented party is seen by many as violating impartiality, even if the assistance is rendered to create a just result. In an effort to address the situation, the Indiana Supreme Court created the Pro Se Advisory Committee in April 2001. This article explores the long‐range implications of the issue of self‐represented litigants on Indiana's court system in hope that it will provide some insight for other jurisdictions. The first part of the article addresses the numbers of self‐represented litigants by tracking growth or declines in self‐represented cases and assessing whether there are any pockets of self‐represented litigants geographically or in certain case types. The second part of the article puts Indiana into context with the rest of the nation and reviews national trends. The third section reviews Indiana's response to self‐represented litigants over the last decade. The fourth section reviews current and ongoing projects in Indiana. The article concludes that the issue of self‐represented litigants will not fade away and that the challenge that guides the legal profession is how we provide equal access to justice for all who enter our courthouses.  相似文献

From 1939 to 1968 Florida used a unique referendum system to set property tax rates for public school operating expenditures at the median millage rate selected by voters. These referendums revealed the entire distribution of voter preferences, which is not possible in the standard up or down referendum. We are the first to use the Florida referendum data. The form of the ballot played an important role in how people voted. Voting machine elections were much more likely than paper ballots to result in rejections of the recommendations of school boards, and produced much greater dispersion of expressed preferences.  相似文献

Cetaceans—small whales, dolphins and porpoises—have long been popular performers in oceanaria. Captive cetaceans have also been used for research and employed in military operations. In some jurisdictions cetacean display facilities have been phased out or prohibited, and in the US and Hong Kong a high proportion of the whales and dolphins now in captivity have been captive-bred. A large, growing and increasingly opportunistic trade in dolphins and small toothed whales nevertheless exists, its centres of supply having shifted away from North America, Japan, and Iceland to the Russian Federation and developing nations in Latin America, the Caribbean, West Africa, and Southeast Asia. Demand for live captures is being driven by: a new wave of traditional-type oceanaria and dolphin display facilities, as well as travelling shows, in the Middle East, Asia, Latin America, and the Caribbean; increasingly popular programs that offer physical contact with cetaceans, including the opportunity to feed, pet, and swim with them; and the proliferation of facilities that offer ‘dolphin assisted therapy’ to treat human illness or disability. Rigorous assessment of source populations is often lacking, and in some instances live capture is adding to the pressure on stocks already at risk from hunting, fishery bycatch, habitat degradation, and other factors. All too often, entrepreneurs appear to be taking advantage of lax (or non-existent) regulations in small island states or less developed or politically unstable countries to supply the growing global demand for dolphins and small whales. The regulation of trade in live cetaceans under CITES is fraught with problems, not least the poor quality of reporting and the lack of a rigorous mechanism for preparation, review, and evaluation of non-detriment findings.  相似文献

The new strategic partnership between the United States and India is creating opportunities for security cooperation. A key element in this partnership—U.S.-India space cooperation—will most likely become the defining relationship for international space cooperation around which other space-faring nations will posture. The Indian space program is rapidly developing world-class capabilities and presents itself as a worthy partner. The U.S. space program should be able to provide innovative ideas for fruitful collaboration. Despite these propitious circumstances, there are potential obstacles of cost, security, and risk. The biggest obstacle, however, might simply be bureaucratic intransigence and inertia. The opportunity is here, now, for the United States and India each to add an important new jewel to their crown of international space cooperation activities. Most importantly, this new space partnership should enhance the security and prosperity of the United States, India, and the world.  相似文献

During the fighting in the Western Desert of North Africa, the Royal Air Force conducted a land‐based interdiction campaign against Axis motorized transport supply columns which was guided by intelligence. It was this campaign, and not the Ultra‐driven sea interdiction campaign, which was responsible for the destruction of the bulk of Axis supply. The impact of land‐based interdiction totally destroyed the morale and fighting ability of the Axis forces at El Alamein in late 1942, and set a pattern for operations which was replayed with success throughout the remainder of the war.  相似文献

The Bush administration answered the terror attacks of September 11, 2001, with what it called the “global war on terror,” first the assault on and invasion of Afghanistan and then the invasion and occupation of Iraq. More and more Americans joined the opposition to the Iraq war, but for some, Afghanistan remained “the good war.” But was the war on Afghanistan ever a “good war”? The authors of Ending the US War in Afghanistan (Olive Branch Press, 2010) address these and other frequently raised questions in an easy-to-read style. The chapter reproduced here, “The War in Afghanistan Goes Global,” is one of six chapters in the pocket-sized book.
