This article assesses the practice of political accountability in Hong Kong: whether it has largely been realised in practice, or whether it is merely a political slogan for the government to justify its executive-led governance. The analysis begins with a review of the theoretical concepts of political accountability and ministerial accountability, and then establishes an operational framework to analyse the current practice of political accountability in Hong Kong's political system. Malaysians firms have made inroads into the non-traditional export markets. Such ventures are expected to result in increased knowledge about the marketing systems that are posited to be different from the traditional export markets. This paper reports on the perceived improvement in marketing competencies of Malaysian exporters. The results of data analysis show that there are five dimensions of marketing competency. In ranking order, segmenting and targeting competency is ranked highest followed by product management, export management, product differentiation and promotion. Multiple regression analysis was performed to test the explanatory power of each marketing competency on export performance of firms exporting to China and ASEAN countries. The result revealed that none of the marketing competency explained the variation in export performance for the China market. However, among exporters in ASEAN countries, it was noted that promotion competency resulted in a negative impact on both measures of export performance. Product competency is positively associated with financial measure of export performance. General practitioners (GPs) are assumed to occupy an important position in the prevention of suicide through the introduction of risk assessment techniques commonly used in psychiatric practice. Despite this theoretical role for primary care services, it remains unclear how frequently GPs implement risk assessment in patients who may be vulnerable to suicide. To address this, a retrospective survey of probable suicides was conducted within a primary care setting utilizing a questionnaire of GPs who had experienced a patient suicide and was augmented by hospital and coroners' records. 85% of questionnaires were returned and 61 deaths were adjudged as suicides during the year long census period. 75% of suicides were male and 54% were aged under 35.28% were in contact with psychiatric services prior to death, although 60% had some diagnosis of mental disorder. GPs had little knowledge of a patient's life circumstances in up to half of cases. Recording of risk assessment occurred in 38% of subjects, was positively associated with prior psychiatric contact (p = 0.001) but negatively associated with presence of physical illness (p = 0.004), older patient age (p = 0.04), and GPs length in practice (p = 0.05). One GP felt their suicide case was preventable. The low rate of risk assessment and limited knowledge of patient lifestyle point to the need for active engagement of GPs in future suicide prevention strategies and should influence the content of training programs in primary care. 相似文献

In this note, new data concerning the agrarian structure of Bangladesh are employed to test the efficacy of ceilings on the size of landholdings as a means of making land available to the landless and the near landless. Proponents of a wide range of power transition theories suggest that conflict between the United States and China is inevitable. History indicates that is not true and conflict can be deterred. A key element to that deterrence is an effective Alliance strategy. While the Obama Administration has outlined an effective deterrent national strategy, it has not provided any military strategy. Some have proposed Air Sea Battle can be that strategy. For a variety of reasons, ASB will not work. This article proposes the Alliance adopt Offshore Control as a military strategy to deter China and assure allies and friends in the region. It is based on the concept of defending the first island chain, denying China use of the seas inside the first island chain and dominating the seas outside it.
