We argue that the burgeoning literature on policy transfer suffers from the lack of an analytical framework that would facilitate understanding and, thus, theory–building. We suggest that policy transfer be conceptualized as occurring through a communications and information framework and that it focus on information networks that include producers, senders, and facilitators of information, as well as recipients. We apply this framework to an illustrative study of how British local–authority officials involved in the area of urban regeneration policy learn from each other's experience.
Utilizing this approach, the results of our case study yield several testable hypotheses for future study. In particular, they direct us towards the importance of informal networks in the policy–transfer process, towards an examination of the motivations of producers, senders, and disseminators of information, and towards the difficulty all participants in the network have in assessing the quality and validity of the information they receive. 相似文献

Abstract: Throughout the 1993 federal election campaign Canadians were subjected to reminders that this was an age of disillusioned populists. One response to this new mood was contained in the now popular Red Book entitled “Creating Opportunity: The Liberal Plan for Canada,” in which the right of Canadians to regular and serious consultations on foreign policy issues was to be affirmed and acted upon. This essay explores how an earlier consultation in 1985–86 was accomplished in the most extensive foreign policy review process ever established by the federal government. It examines the bureaucratic attitudes towards such public input and the critical leadership needed by the minister to ensure that a positive response to the parliamentarians' 121 recommendations was obtained from the bureaucracy. If parliamentary committees are to play the middleman role in brokering diverse and competing ideas emanating from public representations on policy, then ministerial interest, involvement, and clout will be deemed necessities before acceptance and policy implementation become a reality among mandarins. Obtaining public input is much easier than moving the bureaucracy in response to that input. The modes of public administration must be adjusted if democratization of policy making is to become a reality. In a series of lectures in the early 1980s, Michel Foucault resurrected the Greek word for frankness or truth-telling—‘parrhesia’—to investigate the inter-relationships and tensions that existed between freedom, truth-telling and political power. He concluded that in order for one to ‘tell the truth’ against a powerful superior, one needs the courage to oppose a community of which the parrhesiastes (‘truth teller’) is a member. This paper uses parrhesia to investigate the practice of the international relations (IR) scholar in speaking out against his or her scholarly community. Tony Smith's 2007 book Pact with the devil is used as an example of academic-intellectual parrhesia not only to illustrate the content of a potential form of parrhesia, but to demonstrate the challenges IR scholars who wish to practise academic parrhesia face in criticizing members of their academic community. Smith's critique of democratic peace theory specifically, and liberal IR theory more generally, is particularly noteworthy considering Smith's former position as a leading liberal proponent. The findings suggest that differences exist in the temporal patterns of terrorist groups: environmental terrorist groups engage in a relatively short planning cycle compared with right-wing and international terrorists. The article concludes by examining a case study on "the Family," which is a unique environmental terrorist group that conducted activities over a relatively long period of time. This group provides an interesting contrast to other environmental terrorists. Despite significant organizational differences, their patterns of preparatory conduct were highly similar.

Abstract: A pilot study evaluated a computer‐based method for comparing digital dental images, utilizing a registration algorithm to correct for variations in projection geometry between images prior to a subtraction analysis. A numerical assessment of similarity was generated for pairs of images. Using well‐controlled laboratory settings, the method was evaluated as to its ability to identify the correct specimen with positive results. A subsequent clinical study examined longitudinal radiographic examinations of selected anatomical areas on 47 patients, analyzing the computer‐based method in making the correct identification based upon a threshold level of similarity. The results showed that at a threshold of 0.855, there were two false negative and two false positive identifications out of 957 analyses. Based on these initial findings, 25 dental records having two sets of full mouth series of radiographs were selected. The radiographs were digitized and grouped into six anatomical regions. The more recent set of films served as postmortem images. Each postmortem image was analyzed against all other images within the region. Images were registered to correct for differences in projection geometry prior to analysis. An area of interest was selected to assess image similarity. Analysis of variance was used to determine that there was a significant difference between images from the same individual and those from different individuals. Results showed that the threshold level of concordance will vary with the anatomical region of the mouth examined. This method may provide the most objective and reliable method for postmortem dental identification using intra‐oral images. 相似文献

A fundamental assumption in criminal profiling is that criminals who exhibit similar crime scene actions have similar background
characteristics. We tested this so-called homology assumption by first classifying, with pre-existing typologies, a sample
of arsons (N = 87) and robberies (N = 177) into different crime types and then comparing the background characteristics of criminals who committed the various
crime types. Results showed that using pre-existing typologies to classify the crimes into mutually exclusive types was not
easily accomplished. Notwithstanding classification difficulties, the homology assumption was violated in 56% of the comparisons of background characteristics between the different arson types and in 67% of the comparisons of
background characteristics between the different robbery types. Overall, 73% of the effect sizes for the associations between
crime type and background characteristics were low to moderate (V < .3; d < .2). The implications of these findings for profiling practices are discussed.

Fibromyalgia (FM) is a confusing and controversial diagnosis, characterized by widespread pain and tenderness at specific anatomical sites. The cause of this syndrome is unknown, and the course of the condition is difficult to predict. Without a known cause, predictable course, or effective treatment, it is not surprising that FM is a contentious diagnosis from a medical perspective, as well as a civil litigation and disability insurance industry perspective. The purpose of this study was to investigate judges' perceptions of credibility in litigated cases involving FM claims in the Canadian courts, and the relation between perceived credibility and awards granted. A systematic review was conducted of every trial-by-judge litigated FM claim in Canada (N=194 cases) up to 2003. The cases were examined in relation to credibility factors. The role and responsibility of the plaintiff was central in claims involving issues of misrepresentation, fraud, non-disclosure, failure to mitigate, and contributory negligence. The presence of these issues suggested a possible decrease or loss in the claim as a result of the plaintiff's conduct. In regards to the actions of defendants, the presence of investigative and surveillance information alone did not affect the awards granted. However, the credibility of that information had a large effect on the amount of award granted. Plaintiff credibility played a similar role, indicating that plaintiffs perceived as more credible were typically granted greater awards. An examination of medical expert credibility revealed that judges appear to perceive experts as more credible overall than plaintiffs, regardless of the expert's role in the case. 相似文献
