This year marks the sixty-fifth anniversary of the D-Day invasion, when Allied forces crossed the English Channel and established beachheads along a 50-mile stretch of the Normandy coast in northern France. Troops overcame stiff resistance and systematically moved inland, liberating Northern Europe and forcing the surrender of Germany and the end of World War II in that part of the world.
The D-Day invasion took place on June 6, 1944, but its planning began more than two years earlier. This case studies the strategic planning that led up to the invasion. The Operations Division of the War Department General Staff, formerly known as the War Plans Division, was the principal staff agency of the U.S. Army high command during World War II. The story focuses on the Operations Division's role in formulating a strategic plan for ending the war as well as Operation BOLERO—the American military troop buildup in Great Britain that preceded the cross-channel invasion.
By reprinting this case from the original U.S. Army historical record, PAR pays tribute to the brave men and women who planned and executed this bold maneuver, many of whom paid the ultimate price to achieve victory and restore freedom. Popularized as the "Greatest Generation," they were ordinary people who answered the call of public service with extraordinary bravery and sacrifice. Members of the modern-day public administration community proudly stand on their shoulders.

Previous studies have demonstrated that there is an increase in Intimate Partner Violence (IPV) during times of crisis (e.g., financial, environmental, or socio-political situations). The COVID-19 pandemic has triggered an unprecedented global health and financial tragedy, but research is yet to establish exactly how the situation may impact on IPV. The present study investigates victims’ experience of IPV during lockdown and the COVID-19 pandemic. We report a qualitative thematic analysis of 50 discussion forum posts written by victims of IPV. Of these, 48 forum posts were written by female victims of male perpetrated violence. All forum posts were obtained from the popular online platform, Reddit. We identified four themes associated with IPV victims’ experiences during lockdown and the global pandemic: (i) Use of COVID-19 by the Abuser, (ii) Service Disruption, (iii) Preparation to Leave, and (iv) Factors Increasing Abuse or Distress. The COVID-19 pandemic has had a substantial impact on those living with IPV, often increasing the severity of IPV experienced. The experiences of those affected by IPV during this period inform interventions and the guidance and support provided to IPV victims during times of crisis.

ABSTRACT

This article examines integrity management initiatives designed to introduce more value-based elements in public bureaucracies. Incorporating value-based practices, which emphasize the personal ethical responsibilities of individual public servants, into a hierarchical, rule-based system may present difficult organizational problems. A central issue is to determine whether any change has actually occurred or whether the organization is simply functioning as it did previously. In addition, there are problems of implementation: new value-based initiatives may conflict with the pre-existing system; they may not be adequately reflected in training programs; and there may be differential impacts on departments and agencies. We analyze problems in this new organizational mix in a classical Weberian bureaucracy, the Hong Kong civil service. The findings are based on a 2011–2012 administrative ethics survey of 355 senior public servants, a separate survey of 70 Ethics Officers, and semi-structured interviews with 32 senior public servants.  相似文献

The granting of amnesties has now become a cornerstone of peacebuilding efforts in societies emerging from conflict. Yet, the impact of the role of religion and ethnicity in determining attitudes towards such arrangements has not been empirically assessed. Mindful of this omission, this article investigates the relationship between a range of religious measures — religious practices and beliefs in and about God — and ethnonationalist identity on public attitudes toward amnesty in Northern Ireland. Based on nationally representative survey data, the results suggest that, although Protestants are significantly more opposed to such an initiative than Catholics, both religious beliefs and ethnonational identity are significant, albeit divergent, net predictors with respect to their differing views.  相似文献

Since the early 1990s, the FBI Laboratory has sponsored Scientific Working Groups to improve discipline practices and build consensus among the forensic community. The Scientific Working Group on the Forensic Analysis of Chemical, Biological, Radiological and Nuclear Terrorism developed guidance, contained in this document, on issues forensic laboratories encounter when accepting and analyzing unknown samples associated with chemical terrorism, including laboratory capabilities and analytical testing plans. In the context of forensic analysis of chemical terrorism, this guidance defines an unknown sample and addresses what constitutes definitive and tentative identification. Laboratory safety, reporting issues, and postreporting considerations are also discussed. Utilization of these guidelines, as part of planning for forensic analysis related to a chemical terrorism incident, may help avoid unfortunate consequences not only to the public but also to the laboratory personnel.  相似文献

Wells ("The psychology of lineup identifications," Journal of Applied Social Psychology, 1984, 14, 89-103) proposed that a blank lineup (an initial lineup of known-to-be-innocent foils) can be used to screen eyewitnesses; witnesses who chose from a blank lineup (initial choosers) were more likely to make an error on a second lineup that contained a suspect than were witnesses who rejected a blank lineup (initial nonchoosers). Recent technological advances (e.g., computer-administered lineups) may overcome many of the practical difficulties cited as a barrier to the use of blank lineups. Our research extended knowledge about the blank lineup procedure by investigating the underlying causes of the difference in identification performance between initial choosers and initial nonchoosers. Studies 1a and 1b (total, N = 303) demonstrated that initial choosers were more likely to reject a second lineup than initial nonchoosers and witnesses who did not view a blank lineup, implying that cognitive biases (e.g., confirmation bias and commitment effects) influenced initial choosers' identification decisions. In Study 2 (N = 200), responses on a forced-choice identification test provided evidence that initial choosers have, on average, poorer memories for the culprit than do initial nonchoosers. We also investigated the usefulness of blank lineups for interpreting identification evidence. Diagnosticity ratios suggested that suspect identifications made by initial nonchoosers (cf. initial choosers) should have a greater impact on estimates of the likely guilt of the suspect. Furthermore, for initial nonchoosers, higher confidence in blank lineup rejections was associated with higher diagnosticity for subsequent suspect identifications.
