Rolled up to death. An unusual autoerotic fatality

Recently, an unusual case of autoerotic death in which a man died of hypoxia after having enclosed himself in plastic was reported in this Journal (1). We present a second case showing many similarities to the one published previously.     

PROGRAM COORDINATION IN THE EMPLOYMENT SERVICE: A STATE AND LOCAL POLICY PERSPECTIVE

This paper analyzes the role of coordination criteria in employment and training service delivery within the Job Training Partnership Act system. The evolution of coordination criteria is related to current initiatives in the Employment Service at the state and local levels. An operational set of program outcome measures for monitoring coordination efforts is discussed. This set of outcome measures is formulated in the broad context of stabilizing employment and averting the "structuralization" of unemployment impacts wrought by fundamental economic change in the labor market. The assessment and monitoring of such coordination efforts is discussed.     

The transfer and persistence of trace particulates: experimental studies using clothing fabrics.

A series of experiments were conducted using various types of pollen grain, powder and metal particulates to determine their persistence on a range of different types of materials. The decay curves generated in the repeated experiments all broadly conform to those obtained and already presented in the literature for fibres and glass particulates. The experiments presented in this paper were conducted for up to 647 hours for individual runs and it was found that a general rule existed that it was the material type rather than the particulate type that was the major controlling factor in the persistence of particles. For the pollen grain experiments the overall theory is sustained; there is a significant loss initially followed by a slower decay although this is not precise given the varied nature of palynomorph types. The manner by which the particulates were introduced onto the material had an initial immediate effect, however, the persistence of these particulates over longer periods of time was generally unaffected.     

Law enforcement and civil society in Russia

Many Russian civil society organisations are directly engaging with state law enforcement agencies, particularly the police, in joint efforts to improve the performance and change the norms and values of state officials involved in administering justice. These activities are based upon a model of state–society relations that stresses the possibility of a positive relationship of mutual assistance and partnership between the state and civil society. Such assistance is often described by these organisations as helping low-level bureaucrats better perform their core organisational tasks. This model is contrasted with two alternative models of the role of civil society, which depict civil society either as teaching citizens the norms and values associated with liberal democracy, or as a potential counter-weight to an over-reaching state. Three cases studies of cooperation between NGOs and law enforcement agencies demonstrate the utility of such an approach. Although these projects suffer from some common pathologies of civil society work in Russia, they remain important, not least because of the presence of ‘uncivil society’ extremist groups who also are trying to influence the norms and beliefs of state law enforcement officials. The civil society activities profiled here suggest that direct, cooperative engagement with the state is one important component of long-term efforts to transform the Russian state in a more liberal, ‘civil’ direction.

(Neo-)evolutionäre Wahlverwandtschaften

Max Webers ambivalente Haltung gegenüber der Anwendung der Konzepte Selektion und Adaption auf die Untersuchung der kulturellen und sozialen Evolution ist leicht verständlich angesichts seiner Skepsis hinsichtlich der Reduzierbarkeit der Soziologie auf die Biologie und in Anbetracht seines Argwohns, dass sich die selektionstheoretischen Erklärungen bei genauem Hinsehen als wertegeladen oder zirkulär erweisen würden. Seine Bedenken lassen sich unter Zuhilfenahme von Entwicklungen in der Evolutionstheorie zerstreuen, die für ihn zu Lebzeiten nicht vorhersehbar waren, es jedoch möglich machen, die grundlegenden Vorstellungen seiner Religionssoziologie auf überzeugende Weise zu reformulieren. Dies macht es allerdings notwendig, seine Metapher der ?Wahlverwandtschaft“ zwischen religiösen Vorstellungen und dem Verhalten idealtypischer Akteure durch empirisch überprüfbare Hypothesen zu ersetzen, die die Anpassungsfähigkeit bestimmter religiöser Meme mit der Anpassungsfähigkeit bestimmter ökonomischer Praktiken in Verbindung bringen.
