ABSTRACTAdvocates of amalgamation typically claim that substantial scale economies flow from municipal mergers, which generate larger local government entities by population size. We examined whether economies of scale exist in council outlays by analysing the expenditure of 68 South Australian local government areas using data from the 2015/16 financial year. However, given the correlation between population size and population density it is important to determine whether the influence of population size on expenditure is due to variations in population density. We find that when local government areas are stratified into subgroups on the basis of population density, the evidence of economies of scale largely evaporates. From a policy perspective, this suggests that in place of municipal mergers, policymakers should instead explore avenues for shared service arrangements in those functions which exhibit scale economies. 相似文献

The biopsychosocial model provides the most heuristic account of the complex multifaceted nature of chronic pain and its associated impairment and disability. Although chronic pain, impairment, and disability are related, these are three separate constructs. In order to understand how these three constructs are interrelated, the development of pain from the acute to the chronic stage is discussed. Psychosocial factors as barriers to recovery are emphasized, including those that commonly manifest among patients receiving disability compensation. This is complemented by a review of psychometric instruments used to assess these psychosocial factors in chronic pain. Finally, the major delineation in levels of care for chronic pain is highlighted, emphasizing an interdisciplinary approach that is consistent with pain as a biopsychosocial phenomenon. 相似文献

Bridgman and Davis (2000:91) have argued that ‘ideally government will have a well developed and widely distributed policy framework, setting out economic, social and environmental objectives’. This article compares and evaluates two such frameworks or plans, Tasmania Together and Growing Victoria Together, in terms of their potential to promote sustainability. It argues that they are very different exercises in new governance, aimed at reconnecting with community priorities and at redirecting macro‐policy setting away from a preoccupation with economic priorities, respectively. Nevertheless, both plans have the capacity to ‘green’ state planning, in Tasmania in terms of more purposeful benchmarks, and in Victoria in terms of enhanced sustainability emphasis in the macro‐policy setting. The article encounters tensions in its review of the plans between deliberation and planning, policy empowerment and policy progress, and policy institutionalisation and politicisation as means of achieving policy change. It finds that whilst Tasmania and Victoria are re‐engaged states that are reinventing state policy, as yet they are failing to meet the governance challenges of sustainability. 相似文献

While a considerable number of studies had been conducted to examine the effects of various variables on police behavior, very few studies had simultaneously analyzed factors that accounted both for police coercive and noncoercive behaviors. Equally limited is the research on the influences of officer characteristics and neighborhood context on police behavior controlling for all individual situational factors. Using observational and survey data collected by a large-scale project and hierarchical linear modeling techniques, this study assessed the effects of situational, officer, and neighborhood variables on police coercive and noncoercive actions, as well as the cross-level effects between these variables. Findings showed that situational characteristics played a strong role in determining officer coercive behavior, but not noncoercive activities. Similarly, officer-level predictors explained better officers' variation in coercive behavior than noncoercive behavior. Meanwhile, socially disadvantaged neighborhoods were more prone to receive coercive activities than were other neighborhoods. Implications for policy and future research are discussed. 相似文献

Existing studies emphasise the important roles played by negative health lifestyle practices in the health situations of the countries constituting the former Soviet Union, and the role of smoking has attracted a considerable body of research. This article analyses female smoking behaviour in eight former Soviet states and seeks to more closely identify the roles of psychological distress and political ideology in relation to tobacco use in these countries. Results suggest that, in these populations, distress and ideology are associated with smoking practices in specific, observable, and sometimes unexpected ways. Findings are discussed within the context of changing gender constructions and dynamics following the post-communist transition. 相似文献

An American specialist on Russian politics and federalism examines the democratizing effects, intended and unintended, of President Vladimir Putin's federative reforms. Focus is on the "harmonization" of regional constitutions and legislation with federal laws and the RF Constitution in the name of the "reintegration of Russia's legal space." On the basis of detailed analysis of changes in regional constitutions and laws ensuing from the harmonization policy, the author assesses the impact of this aspect of the reforms on democratization in Russia's regions. Regional issues examined include the separation and balance of power between the executive and legislative branches, political and civil rights, the level of demand for democratic laws and independent judicial review, and the emergence of stakeholders of these reforms within civil society. 相似文献

The negotiation literature has extensively examined the topic of power and how it can be wielded. Numerous frameworks have been created and utilized in the various treatises on negotiations; analyzing the power differential in any given situation is a common teaching technique. However, despite this focus on the topic, discussions of power have been mainly focused on negotiations in the private sector. As a result, many of the most common frameworks are oriented toward this type of situation, resulting in a clumsy application to a public-sector negotiation. Given the growing importance of negotiations to public-sector leaders, we provide a new structure for analyzing power that can be utilized in such situations. For a municipal leader confronted with a complex public-private partnership, it is important to have the right tools to use when examining the power dynamics at play. After examining several current models of power, as well as other writings on the topic in negotiation and strategy literature, we present a new model. This model divides power into different categories based on whether it stems from formal or informal mechanisms, and then offers several specific forms relevant to the public sector. We then use this new model to examine a case study involving the new mayor of Manchester, New Hampshire and her efforts to negotiate a better response to the opioid and homelessness crisis. This case study illustrates the unique nature of public sector negotiations and provides a roadmap for negotiators looking to use our new framework. 相似文献
