The collapse of communism and the end of the Cold War have been accompanied by the spread of democracy, advancement in human rights, and the introduction of market reforms throughout the world. The Middle East has been no exception to this trend. There, in response to mounting economic crises and domestic pressures, several governments introduced democratic and economic reforms. This article investigates the progress that Middle East states have made on the path to political liberalization. In particular, it explores whether democratic reforms vary between regional republics and monarchies. To do so, the study analyzes patterns and trends associated with the distribution of political authority and human rights. The article employs five dimensions in this process, including electoral procedural democracy, liberal democracy, personal integrity rights, subsistence rights, and economic freedom. On the one hand, our findings comport with the view that Middle East states have not made significant progress toward institutionalizing procedural democracy and civil liberties. In its Better, Stronger Local Government, the Independent Local Government Review Panel (2012a, 2012b) advanced several claims regarding the performance of New South Wales (NSW) local government, including the supposed need for additional “sub-council” governance structures. This article argues that there is no need to “reinvent the wheel” in NSW local government by introducing additional “sub-council” structures since existing regulation already enables local authorities to engage in local co-governance. During World War II, official definitions of the requirements of United States national security were extended beyond the defense of the western hemisphere to include preventing any single power dominating Eurasia. This article challenges the commonly expressed view that this change was due to a belief that a strategy of continental defense would no longer suffice to protect the physical safety of the United States. The focus is on the period between Munich and Pearl Harbor when U.S policy moved away from the principle of non-involvement embodied in the neutrality legislation of 1935–37. The role in this process of the argument that America’s own safety was dependent upon the European balance of power, particularly because of the dangers posed by the development of aviation and the possible suborning of Latin America, is critically examined. It is argued that the broader conception of America’s security requirements reflected both a consciousness of the unique power of the United States to determine the outcome of the war and an implicit belief that the values and interests for which the nation should be prepared to fight extended beyond physical security. 相似文献

This case study of Lee v. Macon County Board of Education demonstrates that a federal district court in Alabama, enforcing Brown v. Board of Education, brought about significant social change despite constraints on the courts. The court's application of Brown played a decisive role in ending the racial caste system in this Alabama Black Belt county. The court, by adding the U.S. Department of Justice as a party, overcame constraints that had precluded the executive branch from pursuing school desegregation. Change came through the courts before Congress legislated against school segregation. The No Child Left Behind (NCLB) Act compelled states to design school accountability systems based on annual student assessments. The effect of this federal legislation on the distribution of student achievement is a highly controversial but centrally important question. This study presents evidence on whether NCLB has influenced student achievement based on an analysis of state‐level panel data on student test scores from the National Assessment of Educational Progress (NAEP). The impact of NCLB is identified using a comparative interrupted time series analysis that relies on comparisons of the test‐score changes across states that already had school accountability policies in place prior to NCLB and those that did not. Our results indicate that NCLB generated statistically significant increases in the average math performance of fourth graders (effect size 5 0.23 by 2007) as well as improvements at the lower and top percentiles. There is also evidence of improvements in eighth‐grade math achievement, particularly among traditionally low‐achieving groups and at the lower percentiles. We describe the developmental validation study performed on the PowerPlex® ESX 16 (European Standard Extended 16) and the PowerPlex® ESX 17 Systems, part of a suite of four new DNA profiling kits developed by Promega in response to the ENFSI and EDNAP groups’ call for new STR multiplexes for Europe. The PowerPlex® ESX 16 System combines the 11 loci compatible with the UK National DNA Database, contained within the AmpFlSTR® SGM Plus® PCR Amplification Kit, with five additional loci: D2S441, D10S1248, D22S1045, D1S1656 and D12S391. The multiplex was designed to incorporate these five new loci as mini- and midi-STRs while maintaining the loci found in the AmpFlSTR® SGM Plus® kit as standard size. The PowerPlex® ESX 17 System amplifies the same loci as the PowerPlex® ESX 16 System, but with the addition of a primer pair for the SE33 locus. Tests were designed to address the developmental validation guidelines issued by the Scientific Working Group on DNA Analysis Methods (SWGDAM), and those of the DNA Advisory Board (DAB). Samples processed include DNA mixtures, PCR reactions spiked with inhibitors, a sensitivity series, and 306 United Kingdom donor samples to determine concordance with data generated with the AmpFlSTR® SGM Plus® kit. Allele frequencies from 242 white Caucasian samples collected in the United Kingdom are also presented. The PowerPlex® ESX 16 and ESX 17 Systems are robust and sensitive tools, suitable for the analysis of forensic DNA samples. Full profiles were routinely observed with 62.5 pg of a fully heterozygous single source DNA template. In mixture analysis, a range of 52-95% of unique minor contributor alleles was observed at 19:1 mixture ratios where only 25 pg of the minor component was present. Improved sensitivity combined with the robustness afforded by smaller amplicons has substantially improved the quantity of information obtained from degraded samples, and the improved chemistry confers exceptional tolerance to high levels of laboratory prepared inhibitors. 相似文献

ABSTRACTTraditionally, legislative committees have been regarded as quite unimportant in the UK. Some scholars contend that recent reforms have substantially increased the powers of select committees, rendering them genuinely important to policy and the scrutiny of government; others see little sign of change. We examine House of Commons select committees in regard to exactly one indicator of significance, their newspaper coverage. We detect significant gains in salience of some committees, as compared to the period just before the Wright reforms (2005–10).
