Cost control commissions provide two primary types of recommendations: widespread benefits-widespread costs and widespread benefits-narrow costs. Both types of recommendations are not of the form predicted by the standard economic models of political behavior. The paper explores why governors sanction these commissions and the types of recommendations governors will accept. Legislators use the maxim of concentrate benefits-spread costs to maximize votes. Governors, however, face a lower return to concentrated benefit policies and a lower cost from concentrated cost policies. This leads a governor to favor at the margin, policies which have widespread benefit-widespread cost or widespread benefit-concentrated cost. Evidence from 5 state cost control commissions support the difference between the politicians. The cost control commissions sanctioned by governors have proposed recommendations of the widespread benefit-widespread cost and widespread benefit-concentrated cost form. Governors accepted approximately two-thirds of the widespread benefit-concentrated cost proposals, although they were more likely to accept recommendations of the widespread benefit-widespread cost nature. Recommendations which required legislative approval saw a lower likelihood of acceptance. The decline in sports participation that begins in early adolescence has been well documented, and there has been considerable controversy regarding the reasons for this attrition. The present study addressed the attrition process by focusing on the subjective experience of sports as a function of grade, gender, and sport context. Following the procedures of the Experience Sampling Method, 401 5th–9th-grade boys and girls carried electronic pagers, similar to those worn by doctors, for one week, and filled out self-report forms on their activities and subjective states in response to signals received at random times. Older respondents spent less time in sports than their younger peers. This age difference was due primarily to a decline in informal sports participation, with less pronounced attrition from organized sports. Our findings suggest that the reasons for attrition from sport may be context specific. While informal sports were experienced more positively than gym class or organized sports, perceptions of skill were lowest during informal sports and declined with age. It seems youngsters stop participating in organized sports because these activities are less enjoyable to them, while attrition from informal sports is more performance based. Boys spent more time in sports than girls, and this difference was based primarily upon significant gender differences in informal sports participation. The results of two studies are reported. Study I involved the development of the Inventory of Parent and Peer Attachment (IPPA), a self-report instrument for use with adolescents. Subject were 179 college students aged 16–20 years. Item content of the instrument was suggested by attachment theory's formulations concerning the nature of feelings toward attachment figures. In Study II, the convergent validity of the IPPA was examined. Also, a hierarchial regression model was employed to investigate the association between quality of attachment and self-esteem, life-satisfaction, and affective status. Respondents were 86 adolescents from the Study I sample. As hypothesized, perceived quality of both parent and peer attachments was significantly related to psychological well-being. Results of the development of a theoretically focused, exploratory classification scheme indicated that adolescents classified as highly securely attached reported greater satisfaction with themselves, a higher likelihood of seeking social support, and less symptomatic response to stressful life events.She received her Ph.D. in Psychology at the University of Washington. This is the first scientific report on the crimes of the homosexual paedophile sadist Luis Alfredo Garavito Cubillos, based on a research stay of the authors in Columbia, and including discussions with the investigators, and the offender. Between 1992 and 1999, Garavito killed more than 200 children in the core age span between 8 and 13 years (as an exception, 6 to 16 years). His modus operandi remained stable. During daytime, he lured children of a lower social status out of crowded parts of the city into hidden areas that were overgrown with high plants. Garavito promised either payment for easy work, or drugs, or made other socially believable offers. The children were tied up, tortured, raped, and killed by at least one cut in the lateral part of the neck, or by decapitation. During the killings, Garavito was drunk. Even after his arrest (for attempted sexual abuse under a wrong identity) it was not immediately possible to track his crimes since Garavito had frequently changed his places of stay and his jobs. He also grew different hairdos and used wrong names. During his still ongoing confessions, he directs the investigators correctly to all scenes of crime spread over large parts of Columbia. In our report, we give an overview over the course of investigations, hint to similarities in the cases of the German serial killer Denke (1920's) and homosexual paedophile serial killer Jürgen Bartsch (1960's), and give preliminary impressions on the offender's personality. Furthermore, the violent environment and juridical peculiarities in Columbia are discussed. In spite of a total penalty of 2600 years in prison, it is formally well possible that Garavito will be released out of prison within the next 10 to 20 years, i.e. even before the maximum sentence of 40 years will be over.  相似文献

Nuclear magnetic resonance (NMR) spectroscopy was employed for the purpose of identifying samples of materials suspected of containing sodium fluoroacetate (Compound 1080). Acquisition of routine proton (1H) and carbon (13C) NMR spectra provided a straight-forward means for determining the presence of Compound 1080 in the samples and thus afforded a simple method for analysis and identification of this compound.  相似文献

Contracting critics suggest that when governments outsource, they reduce their capacity to produce services and manage service delivery. In this paper, we decompose the service delivery decision into service production and service management components. When governments contract for service production, they may also choose to contract for a portion of service delivery management. Studies that only compare the management activities of contracting and direct service delivery governments, without examining the management activities contracted to vendors, are likely to be incomplete and biased. Drawing on a unique survey of governmental refuse collection service directors, matched with a survey of refuse collection vendors operating under municipal contracts, we show that the vendors' management activities offset the decline in management capacity that occurs when governments contract for service delivery for this particular service. The policy of Australian governments, both Commonwealth, state and territory, toward those organisations that comprise a third sector of the organised economy is patchy and piecemeal. Absent is any recognition that they constitute a distinct sector; absent too is any recognition of their contribution to economy, society and politics. Such a situation is not inevitable. After identifying some of the gaps and contradictions in Australian policy toward the third sector, this article outlines the many policy initiatives to encourage the third sector or social economy (in European Union terms) taken by the Blair government in the United Kingdom. Given that there is a good deal of policy borrowing between Australia and the United Kingdom, the stark contrast between the two countries in this policy field is puzzling. This article concludes by identifying four developments that led to this policy explosion in the United Kingdom and finds them largely missing in Australia. This leads to a conclusion that a similar range of policies are unlikely to develop here.  相似文献
