We argue that policymakers may have personal interests in policy restraints channeled through public oversight. Self-imposition of public oversight can be beneficial for the policymaker because it may help alleviate the dynamic inconsistency problem that she otherwise faces. In the setting studied herein, self-imposed public oversight takes the form of a ceiling on tax rates, which can be overridden only with the legislature’s consent. Such a mechanism is shown to credibly commit the policymaker to future tax restraint, thus inducing larger productive effort.  相似文献

The diversionary theory largely focuses on the incentives leaders have to use force. However, little attention has been given to the characteristics that make for a good target. We argue that US presidents choose targets that repress human rights since they are the easiest to sell to international and domestic audiences. By targeting repressive states US presidents can justify their use of force by cloaking their motivation in the language of human rights, responding to calls for intervention, pointing to the failure of international actors and institutions to resolve these problems, and building upon emerging norms that allow for intervention in repressive states. Updating US Use of Force data, we empirically test and find support for our hypothesis that presidents target human rights abusers when they face trouble at home. This paper contributes to target selection process by offering a complete theory of diversionary conflict accounting for cost/benefit calculation of presidents. Moreover, we believe that our findings reveal human rights practices’ role in international conflict, as well.  相似文献

Much of the existing research examining etiological contributors to psychopathic characteristics considers only biological and physiological deficits, with little consideration given to contextual factors that may play a role in their development. This prospective, longitudinal study examined the influence of childhood home and school environments on adolescent psychopathic characteristics among 390 youth (50.5% female; 46.2% Black/African American, 44.9% Hispanic/Latino, 6.9% Asian or Native American/Alaska Native, and 2.1% Non-Hispanic White). Specifically, this study examined (1) the effect of home chaos and poor parental monitoring on adolescent primary and secondary psychopathy and callous-unemotional traits through the lens of multiple reporters, and (2) whether classroom climate quality across three years of childhood moderated these relationships. The results indicated that delinquency and home chaos in childhood were related to primary psychopathy in adolescence and that exposure to higher quality classroom climates across childhood acted as a buffer by mitigating the negative relationship between parental monitoring in childhood and secondary psychopathy in adolescence. These findings have implications for designing interventions to mitigate the manifestation of youth psychopathy.  相似文献

Social isolation is broadly associated with poor mental health and risky behaviors in adolescence, a time when peers are critical for healthy development. However, expectations for isolates’ substance use remain unclear. Isolation in adolescence may signal deviant attitudes or spur self-medication, resulting in higher substance use. Conversely, isolates may lack access to substances, leading to lower use. Although treated as a homogeneous social condition for teens in much research, isolation represents a multifaceted experience with structurally distinct network components that present different risks for substance use. This study decomposes isolation into conceptually distinct dimensions that are then interacted to create a systematic typology of isolation subtypes representing different positions in the social space of the school. Each isolated position’s association with cigarette, alcohol, and marijuana use is tested among 9th grade students (n?=?10,310, 59% female, 83% white) using cross-sectional data from the PROSPER study. Different dimensions of isolation relate to substance use in distinct ways: unliked isolation is associated with lower alcohol use, whereas disengagement and outside orientation are linked to higher use of all three substances. Specifically, disengagement presents risks for cigarette and marijuana use among boys, and outside orientation is associated with cigarette use for girls. Overall, the adolescents disengaged from their school network who also identify close friends outside their grade are at greatest risk for substance use. This study indicates the importance of considering the distinct social positions of isolation to understand risks for both substance use and social isolation in adolescence.  相似文献

This paper examines the impact of the Indiana Choice Scholarship Program on student achievement for low‐income students in upper elementary and middle school who used a voucher to transfer from public to private schools during the first four years of the program. We analyzed student‐level longitudinal data from public and private schools taking the same statewide standardized assessment. Overall, voucher students experienced an average achievement loss of 0.15 SDs in mathematics during their first year of attending a private school compared with matched students who remained in a public school. This loss persisted regardless of the length of time spent in a private school. In English/Language Arts, we did not observe statistically meaningful effects. Although school vouchers aim to provide greater educational opportunities for students, the goal of improving the academic performance of low‐income students who use a voucher to move to a private school has not yet been realized in Indiana.  相似文献

What housing and service interventions work best to reduce homelessness for families in the United States? The Family Options Study randomly assigned 2,282 families recruited in homeless shelters across 12 sites to priority access to one of three active interventions or to usual care in their communities. The interventions were long‐term rent subsidies, short‐term rent subsidies, and transitional housing in supervised programs with intensive psychosocial services. In two waves of follow‐up data collected 20 and 37 months later, priority access to long‐term rent subsidies reduced homelessness and food insecurity and improved other aspects of adult and child well‐being relative to usual care, at a cost 9 percent higher. The other interventions had little effect. The study provides support for the view that homelessness for most families is an economic problem that long‐term rent subsidies resolve and does not support the view that families must address psychosocial problems to succeed in housing. It has implications for focusing government resources on this important social problem.  相似文献

Transparency guarantees in Mexico presented a serious challenge to its 2007–2012 war on drugs. We use an original database of access to information requests, including both petitions for information and appeals to IFAI. We conduct statistical tests on the databases, finding that transparency is lower on security issues, as expected, but that there are unexpected variations between security agencies, and over time. We then conduct a content analysis of freedom of information requests to determine what drives agency responses, finding that security agencies developed various techniques to deflect petitions for information, such as falsely claiming that information has been provided when it has not, claiming that the information is outside the competence of the agency, that it does not exist, or that it is already in the public domain. Also there are significant differences in transparency between security agencies, possibly explained by their operational roles.  相似文献

This paper provides a knowledge‐based perspective to understanding public value management (PVM). As distinct from other approaches to public administration, PVM focuses on collaborative capacity building for the creation of public value. To develop the notion of PVM further, we explore the role of a knowledge‐based strategy in a case study of change implementation in 18 disability service organisations in Western Australia. Our findings show important inter‐relationships between knowledge management strategy, adopting a person‐centred approach to service provision, and sustainability of change implementation. We discuss the implications of the study for disability sector change management and for the further exploration of the strategic role of knowledge management capabilities in the study and practice of PVM in public sector administration. The paper explores the relationship between an organisation's knowledge capture and sharing systems and processes and its ability to implement change in a way that generates long‐term benefits for both public sector employees (e.g., engaging with key stakeholders to generate innovative solutions for serving client needs) and clients (i.e., increased well‐being through better service design and support).  相似文献

Why do some minority communities take up opportunities for education while others reject them? To shed light on this, we study the impact of Jewish Emancipation in nineteenth century Europe on patterns of education. In Germany, non-religious and Reform Jews dramatically increased their rates of education. In the less developed parts of Eastern Europe, Orthodox and ultra-Orthodox communities imposed unprecedented restrictions on secular education and isolated themselves from society. Explaining this bifurcation requires a model of education that is different from the standard human capital approach. In our model, education not only confers economic benefits but also transmits values that undermine the cultural identity of minority groups. We show that it is individually rational for agents who benefit least from rising returns to education to respond by reducing their investment in education. Group-level sanctions for high levels of education piggyback upon this effect and amplify it.  相似文献

What explains variation in the depth of intelligence sharing? Realism provides the standard answer: shared threat motivates deeper cooperation. In a recent article, Ryan Bock offers a liberal antidote to this conventional view, leveraging insights on domestic regime type to explain why Anglo-Soviet sharing remained shallow despite the German threat during 1941–5. Several shortcomings in Bock’s innovative study undermine his main arguments and findings. A reevaluation of the Anglo-Soviet case and a cursory examination of nine other intelligence-sharing relationships during the Second World War reveal a spread of variation in the depth of cooperation that cannot be explained by a liberal regime-type argument, a realist threat perspective, or other prevailing International Relations paradigms. Marrying insights from interdisciplinary scholarship on gossip and embedded exchange, we propose a novel alternative framework that suggests plausible solutions to puzzles left behind by other accounts, thus opening a new line of inquiry for future research on intelligence cooperation.  相似文献
