Abstract This research compares resident, peer and staff reports of bullying and victimization in one open facility and one secure facility for young offenders. The prevalence of bullies and victims was higher according to resident reports (self-reports) than according to peer or staff reports. There was significant agreement between residents, peers, and staff in identifying bullies and victims. The majority of bullies and victims identified by peers and/or staff were also identified by self-reports. Making the plausible assumption that bullies and victims tend to be concealed, it is concluded that self-reports (in the context of an individual interview) provide the most reliable and valid information about bullies and victims in young offender institutions. Hence, anti-bullying strategies should be based on self-report data. 相似文献

Opinion polls as a linkage mechanism between the public and politics have rarely been examined in a parliamentary context. In our comparative study (Germany, New Zealand, Switzerland and the United Kingdom) we analyse if and how polls are invoked by MPs with different roles in parliamentary debates. Focusing on three theoretical aspects (responsiveness, populism and deliberation), we find that polls are indeed invoked to bring the views of the public into parliamentary debate to some degree, but they are also often used merely to support policies already developed in the political realm. Fears of the populist effect of polls are exaggerated; polls, in fact, have a positive influence on the discursive quality of parliament. Looking at parliamentary roles, we find very different patterns of poll use: while MPs oriented towards their constituencies use polls in the most direct and participatory vein, others mediate public opinion as displayed by polls through different institutions (the party, the parliament) or through expertise. 相似文献

Abstract: The aim of this study was to establish a prediction formula to allow for the determination of sex among the southeastern French population using dental measurements. The sample consisted of 105 individuals (57 males and 48 females, aged between 18 and 25 years). Dental measurements were calculated using Euclidean distances, in three‐dimensional space, from point coordinates obtained by a Microscribe. A multiple logistic regression analysis was performed to establish the prediction formula. Among 12 selected dental distances, a stepwise logistic regression analysis highlighted the two most significant discriminate predictors of sex: one located at the mandible and the other at the maxilla. A cutpoint was proposed to prediction of true sex. The prediction formula was then tested on a validation sample (20 males and 34 females, aged between 18 and 62 years and with a history of orthodontics or restorative care) to evaluate the accuracy of the method. 相似文献

This paper examines the emergence of a humanitarian frontline in several operational contexts. Over the past 15 years, and since 2001 in particular, the international aid sector has been confronted by a climate of polarisation. With the traditional aid and donor landscape dominated by Western or Western-aligned parties who are sometimes involved in armed conflict too, aid organisations face the impact of the supposed or real instrumentalisation of development and relief in a wider security and geopolitical control agenda. At the same time Western or Western-associated secular development models that are often promoted by traditional aid have either encountered their limits or failed in several parts of the global periphery. The expanded space for religion resulting from globalisation and the social changes that it causes have also expanded the space for faith-based development and relief actors, especially in operational situations that have a large cultural and ideological dimension. The paper focuses on the Islamic world and Islamic faith-based aid, but several factors and trends discussed in it bear relevance for Christian faith-based aid and majority Christian parts of the global periphery as well. 相似文献

Abstract The international political science literature is ambiguous on the point if the involvement of a plurality of external actors (citizens, economic and social groups, NGOs and CSOs, Universities and experts, different public authorities at the same or at different territorial level, etc.) in governance processes is an end in itself (because it increases democracy) or it is useful in order to achieve better results in the production of public goods. This article espouses the latter hypothesis and tries to understand if a governance perspective brings about a higher level of innovation in metropolitan areas. In order to test this hypothesis, two metrics are designed: ? In measuring innovation, the ideas are that there are four dimensions in urban innovation (agenda innovation, process innovation, product innovation and innovative communication) and that a metropolitan city has to score high in most of them in order to be considered really innovative. ? As far as governance is concerned, the analytical proposal is that the ideal governance network is at the same time complex (bringing together actors from different territorial levels and from different societal and institutional domains), dense (favouring direct interaction between the actors) and ‘focused’ (showing one or few actors able to act as focal points of the network). Drawing from a research done in four Italian cities (Turin, Milan, Florence and Naples) through the reconstruction of 120 urban innovation processes, the article illustrates the analytical steps taken and the conclusions that can be reached. 相似文献

Although armed groups and political violence referring to Islam have attracted increasing attention since the start of the global war against terror, one particular religion can hardly be described as the main source of inspiration of what is commonly referred to as “terrorist acts of violence.” Faith-based violence occurs in different parts of the world and its perpetrators adhere to all major world faiths including Christianity. As such, this article treats three cases of non-state armed actors that explain their actions as being motivated by Christian beliefs and aimed at the creation of a new local society that is guided by religion: the National Liberation Front of Tripura, the Lord's Resistance Army, and the Ambonese Christian militias. It analyzes the way by which they instrumentalized religion against respective backgrounds of conflict rooted in social change, the erosion of traditional identities, imbalances of power, and widening communautarian faultlines. 相似文献

The European Union's difficulty in functioning is to a large degree a result of its decision-making mechanisms, which expose any measure to a veto by a scant minority or even a single state. A flexible model of Europe, one of differentiated integration, attempts to overcome this deadlock. The flexible model is based on the simple and reasonable idea that a member state which dissents is not obliged to associate itself with a certain initiative, but cannot stop the others from carrying it out. Under certain “virtuous” conditions, flexibility would not involve the risk of breaking up the Union. This article undertakes a detailed examination of the practical desirability and legal validity of arbitration clauses under the Nigerian legal regime. This involves navigating through provisions of the relevant Rent Control and Recovery of Premises Law. Areas of incompatibility (including those bordering on jurisdiction, penal provisions and enforcement of awards) between the latter law and arbitration clauses are then discussed.
