The public's approval of Congress is at an all time low. The parties seem to have taken the legislative process hostage for their own electoral gain. Whereas traditional arguments about congressional dysfunction focus on polarized voting coalitions or outputs – particularly legislation – in this article we highlight congressional information processing and how it has changed in this highly partisan era. By coding congressional hearings according to the kind of information on which they focus, we find that members of Congress are receiving one‐sided information to a greater degree and are spending less time learning about potential solutions. We use these results to make numerous recommendations for improving how Congress gathers its information.  相似文献

This essay reviews the debate over what constitutes hate speech and whether or not such speech is protected by the American First Amendment. First, the concept of white racialism and white supremacy is defined and illustrated. Then after a brief discussion of the legal debate, the nature and problematic definition(s) of hate speech is presented. The unique speech environment of the internet is reviewed alongside attempts to limit and censor topics available on the internet. The arguments for and against restricting first amendment protection are discussed, with a focus on Michael Israel's five criteria for withdrawing first amendment protections. The work concludes with a discussion of the difficulty in constraining discourse on the internet.  相似文献

The American policy landscape during the George W. Bush administration was shaped by a series of traumatic events that confronted the nation and people of the United States. These included the terrorist attacks of 9/11 in 2001, the anthrax attacks in the fall of 2001, military actions in Afghanistan and Iraq, Hurricane Katrina in 2005, the threat of a flu pandemic in 2005 and 2006, the 2007 Intergovernmental Panel on Climate Change reports, and the financial collapse of 2008. The results of the 2008 presidential election appear to be a rejection of the Bush administration's major policy responses to these events, but the variation in type and level of public support among different groups suggests a much more varied and dynamic portrait of America in turbulent times. Using a multiyear panel survey, an interdisciplinary team of political scientists and psychologists analyzed the behavior and political responses to the events by the American public. The findings suggest that even seven years after the events of 11 September 2001, people with higher levels of post-traumatic stress symptomatology related to 9/11 have significantly different interpretations of the threat of terrorism and the appropriate policy responses to it than do others. Perceptions of threat, the political salience of terrorism and other traumatic events, the level of support for political leaders and assessments of the government's actions vary over time and across different groups within society based on the psychological, political and social, and personal characteristics of the respondent. These results help to open the black box of aggregate public opinion by providing a detailed portrait of how psychological, social, political, and personal factors affected perceptions and political behavior during the George W. After 9/11 the United States has a significant disconnect between its strategic and tactical efforts against violent global jihadists. Some American leaders and commanders are confusing effectiveness and success, improperly associating tactical disruption of enemy elements with strategic effect. While the country has won some important tactical victories, it is not clear that they are amounting to a strategic impact, or that the gains will last. The situation is complex, with various dynamics influencing America's prosecution of the Long War and its ability to be successful in the long term. This article looks at what those factors are and provides policy makers with tangible recommendations that, if implemented, will place America's counterterrorism efforts on a more strategic trajectory and hold greater promise of lasting impact.  相似文献
