That values are at the core of public administration is a notion that has gained popularity and credibility in recent years. From this perspective, public administrators have become inextricably involved in both adjusting to and promoting institutionalized values. Certain values shaping public organizations may, however, be distinctive in quality and magnitude from those of private organizations. Our purpose in this essay is to suggest criteria for identifying the distinctive values of public organizations, to propose and define three such values, to briefly examine the dynamics of change engendered by value conflicts and dilemmas, and to speculate on the theoretical and practical implications of our proposed values framework. In the process an inchoate perspective is outlined in which values occupy the centerpiece of inquiry in public administration.  相似文献

The article argues that preauthoritarian institutions have strongly influenced postauthoritarian labor politics in Chile and Uruguay. The nature of preauthoritarian labor administration—state corporatist in Chile, pluralist in Uruguay—had a strong impact on postauthoritarian collective outcomes, whether or not they were modified by the dictators or the ideological disposition of the postauthoritarian governments. Variation in preauthoritarian labor politics between Chile and Uruguay gave historical foundation to different union fortunes in the postauthoritarian era. That result points to the contemporary influence of preauthoritarian institutions, with or without authoritarian modifiers.  相似文献

A new emphasis in national health policy to encourage efficiency has been born in an environment of slower economic growth and an aging population. The increased reliance on market incentives to reduce health care costs does not signal the abandonment of equity as a social objective. To the contrary, the new emphasis on efficiency is intended to provide more and better health care through the generation of savings from the use of management systems to improve productivity. Market incentives and new management systems to increase efficiency are not the antithesis of equity but tools to provide better health care to the poor and to the elderly in an environment of fiscal constraints.  相似文献

Three studies examine beliefs that parents and teachers have about adolescents. A distinction is made between category-based beliefs (concerning adolescents as a group) and target-based beliefs (concerning individual adoles cents). In Study 1, 90 late elementary and junior high school teachers indicated degree of agreement with a set of category-based statements about adolescents. Parents of early adolescents in Study 2 (N=1272) responded to category- and target-based statements. Study 3 compares the responses of teachers in Study 1 and parents in Study 2. Both teachers and parents endorsed beliefs that adolescence is difficult, and that adults can have an impact. Compared to fathers, mothers believed more in difficulty and in the negative effects of biological change on behavior. Parents of daughters believed adolescence is more difficult than parents of sons. Among teachers, amount of experience with adolescents was positively associated with the belief that adolescence is a difficult period of life. For parents, the effect of amount of experience was mixed. Experience had a greater impact on the category-based beliefs of teachers than parents.
