Data from the Continuous Longitudinal Manpower Survey and the Current Population Survey were used to estimate the effects of CETA, a governmental jobs program, on the economic well-being of separated, divorced, and widowed women over age thirty. After training, CETA participants had increases in earnings and tended to have higher earnings than comparable CPS respondents. Participants in on-the-job training and public service employment had greater increases than participants in the other CETA programs. CETA enrollees with a high school degree had greater increases in earnings than those who had not completed high school, while whites had greater increases in earnings than non-whites.  相似文献

This paper analyzes principal-agent slack in the context of a political market composed of voters, challengers, and incumbents. The introduction of a last period (via finite-livedness) in combination with voters' imperfect information about politicians' preferences causes time-varying shirking behavior on the part of politicians. Political markets eventually sort out those politicians with significantly deviant policy preferences, potentially providing a solution to the last period problem and enabling politicians to make credible commitments. In the extreme, sorting can insure that it is not worthwhile for potential shirkers to run for office. A systematic relationship between political shirking and number of terms in office may exist, and depends on how quickly sorting takes place. We show that evidence of little if any shirking is quite consistent with politicians having diverse and strongly held policy preferences. In addition, if sorting is a significant feature of political markets, cross-sectional studies will tend to oversample little- and non-shirking politicians compared to longitudinal studies. This paper has attempted to test the applicability of the Public Choice approach in explaining regulation in the Indian Sugar Industry over the 1967–82 period. A test for discriminating between Public Interest and Capture theories of regulation was developed and implemented in the context of the historical pattern of controls found in the Indian Sugar Industry. The results point toward the rejection of the Public Interest theory of regulation and are consistent with the hypothesis of the capture of regulation by the regulated industry. The importance of the various interest groups and their influence on the regulation actually enacted was also revealed by the analysis.The findings are consistent with the existence of substantial rent-seeking and other D.U.P. activity (Bhagwati, 1982) in the Indian sugar sector during the post-independence period. They point toward the substantial welfare losses suffered by consumers and the economy at large as a result of the control regime that has existed in the Indian sugar sector. Removal of such controls will more than likely increase the availability of sugar at lower prices thus increasing the welfare of consumers while reducing the extent of corruption and other rent-seeking activity that the controls have generated.  相似文献

In 1987 the Indian State of Karnataka implemented panchayat reform legislation. The ideological orientation of the Janata Government's reforms is considered, together with the question of whether stronger local government in India increases the state's autonomy within the federation. The Karnataka reforms are expected to be significantly different from the reforms enacted in other states. Participation by marginalized groups may assist the Janata party in incorporating them into its network of patronage. Local level planning has been made more effective. The legislation gives the zilla parishad control over the line departments of the State Government. Administrative power is likely to experience increased local political direction. However the financial independence of the zilla parishad is by no means assured. The final outcome will also depend upon the attitude towards the reform of the Congress Party, anxious about its power base in the Karnataka countryside.  相似文献
