A Load of Old Garbage: Applying Garbage–Can Theory to Contemporary Housing Policy

This article reviews the applicability of Kingdon's garbage–can model of agenda setting and alternative specification for understanding the complexities of policy–making in the housing policy context. Garbage–can theories reject conventional 'policy cycle' models which envisage policy development processes as rational and underpinned by the logic of problem solving. They posit a loose relationship between problems and the policy solutions offered by national governments. Using an Australian housing policy case study, this article demonstrates the usefulness of Kingdon's garbage–can theory. A modified framework is used to explain how the policy agenda has become narrowed to focus on safety–net assistance for the most disadvantaged, while housing problems have continued to worsen.

This paper examines the alliance that Derrida makes between his notion of justice as undeconstructible and a certain spirit of Marx's emancipatory promise. By following some of the precautions that Derrida undertakes in distinguishing the undeconstructibility of justice from the deconstructible justice should not be viewed as a contradiction in terms. I also argue that while the themes of justice, ethics, and politics can be rendered self‐present. Rather, Derrida's response to the injunctions of Marx suggests that it is precisely because justice and the emancipatory promise cannot be given over to the present that they are situated as undeconstructible. As such, taking responsibility for the heritage of Marxism involves working and sorting through the many spectres of Marx that inhabit the same injunction, where the promise remains as that yet to come.     

Effects of Testimonial Inconsistencies and Eyewitness Confidence on Mock-Juror Judgments

This study examined the interaction between testimonial consistency and eyewitness confidence on mock-jurors' judgments of probability that the defendant committed the crime and verdicts. In a 2 (testimonial consistency) × 2 (confidence) between-groups design, 130 mock-jurors listened to an audio-taped trial of a person charged with armed robbery. Manipulations were contained in the prosecution witness's responses to detailed questioning by prosecution and defense attorneys. Although consistency is considered to be a key marker of accuracy, its impact on judgments was weak and nonsignificant. Witness confidence had a strong influence on judgments, whether testimony was consistent or inconsistent. We suggested that witness confidence may be more likely to emerge as a dominant influence on juror judgments when the testimony is wide ranging rather than relatively brief and concerned only with a specific issue (e.g., identification confidence).
