Strategising prevention: a critical review of local initiatives to prevent female sex trafficking

This article reviews prevention strategies initiated and implemented by NGOs across the globe to address female sex trafficking. It sets out the conceptual bases for anti-trafficking measures in general, and prevention measures in particular, before presenting a representative cross-section of programmes and approaches that are currently underway. The authors identify some of the gaps apparent in these responses, and offer recommendations to improve the implementation of prevention strategies. The article concludes that anti-trafficking prevention measures must be skilfully integrated into current community-development practices, and that for this reason local and global development planners must become more aware of this issue and the strategic actions necessary to address it.

SUMMARY

This article, which is based on empirical research, reveals the diametrically opposed approaches to persuasion of the National Party and the Progressive Federal Party during the 1987 electoral campaign in Umhlanga Rocks. The study concentrates mainly on the candidates, and it describes how they put their persuasion “into action’. Personal pre- and post-election interviews reveal, on the one hand, a candidate's inability to pinpoint and satisfy voters' needs and fears and, on the other hand, the opposing candidate's ability not only to recognise these aspects, but also to manipulate them to the best advantage. The necessity of co-ordinated electoral team work is also discussed.

Failure of anthropometry as a facial identification technique using high-quality photographs

Anthropometry can be used in certain circumstances to facilitate comparison of a photograph of a suspect with that of the potential offender from surveillance footage. Experimental research was conducted to determine whether anthropometry has a place in forensic practice in confirming the identity of a suspect from a surveillance video. We examined an existing database of photographic lineups, where one video image was compared against 10 photographs, which has previously been used in psychological research. Target (1) and test (10) photos were of high quality, although taken with a different camera. The anthropometric landmarks of right and left ectocanthions, nasion, and stomion were chosen, and proportions and angle values between these landmarks were measured to compare target with test photos. Results indicate that these measurements failed to accurately identify targets. There was also no indication that any of the landmarks made a better comparison than another. It was concluded that, for these landmarks, this method does not generate the consistent results necessary for use as evidence in a court of law.     

The correctional orientation of community corrections: Legislative changes in the legally prescribed functions of community corrections 1992–2002

Over the years, the prevailing correctional orientation in the United States has shifted back and forth between punishment and rehabilitation. These changes in correctional ideology are typically marked by differing sentencing practices and changing criminal justice research agendas. On the other hand, how corrections is legally mandated to operate is less understood. In 1993, Johnson, Dunaway, Burton, Marquait, and Cuvelier assessed the legally prescribed functions of community corrections for all 50 states and classified them as either reform or control oriented functions. They concluded the majority of states were primarily reform oriented. In this study, we replicate Johnson et al.’s (1993) methods using the statutes from all 50 states in 2002. However, we classified our findings, as well as recoded Johnson et al.’s (1993) findings, into punishment or rehabilitation functions. We make comparisons between 1992 and 2002 for the purpose of assessing where legally mandated orientation of community corrections stands today on the punishment/rehabilitation debate.     

The effect of government size on the unemployment rate

Recent empirical studies have revealed that the size of government is inversely related to economic growth and technical efficiency. Evidence is presented linking the size of government to reported unemployment rates for the industrial countries during recent years. This finding helps to explain the empirical link between government size and poor macroeconomic performance.

Probable causes for police corruption: Some theories

Theories and explanations of police corruption presented in recent social science literature are reviewed to develop a conceptual framework for future study of the problem. Theories of corruption due to individual failings, organizational deviance, cynicism, lack of deterrence, and the lack of consensus on victimless crimes and their effects, are discussed.
