Connolly and the never-ending critiques of liberal peace: from the privilege of difference to vorarephilia

Over the last decade, a dominant critique of international interventions underlines the problem that interventionary strategies have denied the political, societal and cultural heterogeneity of conflict-affected societies, excluding the interests of the majority of their population. A deeper engagement with the everyday life of these societies is understood to expose the errors of international missions and animate an alternative way of thinking about peace: ‘hybrid peace’, which is formed contextually and from below. Engaging with William Connolly’s work on pluralism, this article clarifies the nature of this critique, which rests securely on the assumption that local alterity cannot be fully understood, respected or treated sensitively by international governance approaches. However, as much as this assumption enables the thinking of an emancipatory hybrid peace, it is in turn the source of its critique, as hybrid peace is also seen as reproducing binary schemas and thus considered incapable of caring for the societies intervened in. At the conclusion, the metaphor of vorarephilia—paraphilia where sexual arousal occurs in the idea of being eaten or eating another person—will be used to warn against the tragic direction that critiques seem to be travelling to: critical scholars would be increasingly tempted to welcome the inevitable failures of international interventions.     

Situational Trust: How Disadvantaged Mothers Reconceive Legal Cynicism

Research has shown that legal cynicism is pervasive among residents of poor, black neighborhoods. However, controlling for crime rates, these residents call police at higher rates than whites and residents of middle‐class neighborhoods, and ethnographic research suggests that mothers in particular sometimes exact social control over partners and children through police notification. Given these findings, how might researchers better understand how legal cynicism and occasional reliance on police fit together? Drawing on interviews with poor African‐American mothers in Washington, DC, this article develops an alternative conception of cultural orientations about law: situational trust. This concept emphasizes micro‐level dynamism in cultural conceptions of the police, expanding the literature on police trust by emphasizing situational contingency. Mothers deploy at least four alternative strategies that produce moments of trust: officer exceptionalism, domain specificity, therapeutic consequences, and institutional navigation. These strategies shed light on the contextual meanings of safety and legitimacy.     

The European Union’s partnership policy towards Brazil: more than meets the eye

This article focuses on the evolving nature of the foreign policy of the European Union (EU) towards Brazil, which gained momentum and became more dynamic and denser after the establishment of a formal strategic partnership (SP) in 2007. It provides a historical overview of the institutional relations between Brussels and Brasília, before proceeding with an analysis of the main drivers behind this novel development. The study goes on to offer a critical examination of the implementation of the EU–Brazil SP by casting light on both its major achievements and the challenges it has faced. It concludes that the establishment of a formal strategic partnership with Brazil has contributed to the strengthening of the EU’s globally oriented partnership policy and ultimately to the incremental empowerment of the EU necessary to the assertion of its values, objectives and interests on the international stage.     

Analysis of off-farm work decisions among smallholder farm households in Burkina Faso

This article investigates off-farm work decisions by smallholder farm households. Using data on 1,101 households from Burkina Faso, it demonstrates that in addition to the usual household socio-demographic characteristics, remittances, access to information and beneficiary of specific training affect off-farm work decisions, as well as rainfall factors and idiosyncratic health shocks. Community characteristics such as accessibility and number of inhabitants are also key factors. While suggesting that off-farm work is less likely to be undertaken for accumulation purposes, these results have important policy implications. In particular, policy measures should consider each segment as a separate entity.     

Integrated Web-based marketing communication: An institutional tracking study

ABSTRACT

Online media have had a great impact on communications and given birth to new paradigms of marketing and marketing communication. Most significant amongst these is the paradigm of integration. Web-based communication permits comprehensive integration and it has raised integration to the status of a business imperative. If integration is indeed so central to the success of the corporate endeavour it becomes increasingly important to evaluate its application and quality. This article explores the assessment of Web-based marketing communication integration. Integrated Web-based marketing communication (IWMC) is conceptualised and the theoretical assumptions of integration are related to Web-based communication. The methodology of the investigation, the analysis of the data and the results of the tracking study are presented and discussed.     

SAYYID QUTB'S INFLUENCE ON THE 11 SEPTEMBER ATTACKS

The 11 September attacks cannot be understood fully without an understanding of the ideas of Sayyid Qutb, who is widely acknowledged as the intellectual godfather for the various modern radical Islamic movements, including Al-Qaeda. Qutb's writings are important because they define the core elements that have been adopted by all radical Islamic movements. These include: (1) an extreme hostility toward Western culture, especially the role of women and sexual mores in the West; (2) the formation of society under the rule of Sharia, Islamic law; (3) the overthrow of governments not under the rule of Sharia by means of holy war; and (4) an intense hatred of Jews and distrust of Christians. This article also illustrates Qutb's influence on radical Islamic groups.     

Partisan Media and Engagement: A Field Experiment in a Newly Liberalized System

How does media exposure affect political engagement in newly liberalized systems? Some celebrate newly vibrant and diverse media, believing that they mobilize citizens. Others worry that these outlets, which are often partisan, dampen engagement. We theorize that exposure to political programming engenders interest in politics irrespective of program bias, but that interest does not necessarily beget action. Partisan media affect participation only when altering attitude strength, and thus motivations. To evaluate media effects on interest and participation, we conducted a field experiment in Ghana, in which subjects in tro-tros (commuter vans) were randomly exposed to different types of live talk radio. We find that partisan and nonpartisan media increased political interest, but not participation. Instead, exposure to alternate perspectives on cross-cutting media (i.e., those biased against subjects’ partisan preferences) heightened ambivalence and dampened participation, measured as signing a petition to parties. Partisan media simultaneously increased interest and decreased participation.
