Third World cities are characterized by weak administrative and managerial capacity for environmental planning. Benin City, Nigeria, is no exception. Benin's environmental problems result largely from its unplanned land use and weak development control. These problems include lack of open space, substandard housing and an increasing volume of refuse. The administrative arrangements to handle environmental problems include the Town Planning Division, which enforces building and housing codes and land use regulations; and the Task Force on Environmental Sanitation, responsible for solid waste management. However, these arrangements have not produced satisfactory results. Failure has been due partly to the ad hoc organization of environmental administration; the overlapping perception of environmental problems; the alienation of the public; dispersal of authority; and the scale of jurisdictional units. Effective environmental planning administration must adopt a holistic approach, which recognizes the need for a comprehensive environmental planning and a concentration of environmental authority. This is based on the premise that environmental issues are the responsibility of one agency but an obligation for all. Structurally, the concentration of environmental authority hinges on the principle of cooperative leadership by the Federal Government. This calls urgently for the establishment of a Federal Environmental Protection Agency at the centre, and Environmental Management Boards at state levels. The Boards would provide an administrative umbrella under which the management of various aspects of the environment are coordinated. In order to maximize the cooperation of the public, the traditional power structure of the Oba (paramount chiefs and community leaders) must be involved in the conception and implementation of environmental planning. Citizen participation would in turn be maximized if the neighbourhood is adopted as the jurisdictional unit, upon which environmental administration and management are systematically built.  相似文献

Three phases of development of the subject of evaluation are identified. Up to 1979 it was still in its infancy, with the main impetus coming from the USA (the World Bank and US AID), and from one or two large UN organizations, although the OECD also did some useful work in bringing evaluators together. The second phase (1979-1984) saw rapid ‘take-off’, with greatly increased resources going into evaluation work, and a veritable ‘explosion’ of interest worldwide. All the main donors had by now set up evaluation units and were amassing enough material to begin to ‘synthesize’ the findings. The OECD provided a focus and a forum through its Expert Group on Aid Evaluation. The third phase, from 1984 onwards, finds the subject having ‘come of age’, its maturity being marked by the publication of major works such as Cassen's Does Aid Work?. The emphasis now is switching from ex-post evaluation towards improving project design through such techniques as the logical framework.  相似文献

This study investigates administrative reform in seven Arab states, delineates common problems and describes general tendencies via content analysis of official statements. The study deals with reform in three major phases: defining administrative problems and needs; developing strategies for reform; and developing instruments of action for implementation. Appraisal of reform efforts discloses mediocre results based on a poor implementation record attributable to incongruities of methods and objectives of reform. Among such incongruities are the conventional limitations of bureaucracy, the copying of Western administrative rationality in form if not in substance, and insufficient attention paid to traditional, cultural, religious, and political contexts of administration. Recognizing the difficulties involved in conceptualizing and implementing reform in any society, the analysis offers several recommendations to improve the outcome of reform efforts, among them: encouraging employee involvement in reform decisions; improving collected diagnostic data; providing special training for employees responsible for managing reform; soliciting unwavering political commitment; developing incentive systems; and replacing the piecemeal approach with reliance on a systems perspective.  相似文献

Emotional and behavioral correlates of Type A behavior in children and adolescents were examined in 184 fifth-, seventh-, and ninth-grade students, classified as high or low Type A, using self-report, teacher ratings (fifth grade only), and structured interview procedures. Measures included the Hunter-Wolf A-B Rating Scale, Behavioral Symptoms of Stress Inventory, Dimensions of Temperament Survey, Desire for Control Scale, Eysenck Personality Inventory, and the Multiple Affect Adjective Checklist. High Type A children reported significantly more stressed-related behaviors, higher levels of depression, anger, anxiety, and cognitive disorganization, and greater reactivity than Low Type A. No differences were found on measures of temperament (activity level, attention span, adaptibility, and rhythmicity), desire for control, or introversion-extroversion. Females, in general, reported significantly more behavioral stress symptoms. However, no other gender differences were found. Possible reasons for reported differences between Type A children and adults are discussed, along with gender differences in behavioral symptoms. Need for multiple measures of Type A across situation is considered along with need for controlled longitudinal studies of Type A components and the influence of contexts.Received Ph.D. from Stanford. Eighty college males were given an expanded identity status interview which included two new interpersonal-sexual areas, “attitudes towards sexual expression” and “sex-role beliefs.” The relative contribution of the new content areas as well as of the standard three areas (occupation, religion, and politics) to overall identity status was assessed by noting the extent of correspondence. Identity status in each content area was also compared with performance on the dependent variable of cognitive complexity. Ideology contributed more than occupation both to overall status rating, as well as to discrimination on the dependent variable. Results on the two new areas supported the view that interpersonal-sexual concerns are important for men's identity development as well as for women's. The finding that all interview areas corresponded well with overall identity status and discriminated significantly on the dependent measure leads to the suggestion that the process variables of crisis and commitment may so overshadow a particular content area that any content of personal relevance for the late adolescent might be used in investigating ego identity development.  相似文献

This study distinguished between forms of self-consciousness (private self-consciousness and social anxiety) and investigated the effect of self-esteem, vulnerability to criticism, and the tendency to fantasize on each. Utilizing a sample of adolescents (age 12 to 19 years), a structural equation analysis using unobserved variables revealed that, as expected, vulnerability to others' criticism heightened both private self-consciousness and social anxiety. In contrast, the tendency to fantasize in everyday life increased only private self-consciousness, and low self-esteem led directly only to increased social anxiety. Further, results showed that self-esteem had an appreciable indirect effect on both private self-consciousness and social anxiety, as mediated by vulnerability and the tendency to fantasize, indicating that the effect of self-esteem (a primary motivator) was more complex than an analysis of direct effects would indicate. To investigate the incidence and correlates of bulimic behavior, 1268 high school females were surveyed. A 47-item questionnaire was used to identify a group of students that would meet the DSM-III criteria for a probable diagnosis of bulimia. Students were then compared across the four content areas of demographics; body perception and weight information; dieting, exercise and menstrual behavior; and frequency of bingeing and purging behavior. Results indicated that 4.9% of the students met rigorous criteria for the diagnosis of bulimia. Between-group comparisons indicated that body dissatisfaction, drive for thinness, and chronicity of dieting differentiated the two groups.This work was supported by Biomedical Research Grant #RR5476, the Sears Allstate Foundation, and the George and Tina Barr Foundation.Main interest is eating disorders.  相似文献

Perry's scheme of intellectual and ethical development was examined for sex differences with respect to areas of identity concern for which sex differences have been suggested: occupational choice, interpersonal relationships, and sexual identity. The content area of religion and ego development, as measured by Loevinger's sentence completion test (SCT), were also examined. Thirty-one females and 29 males participated. An interview format which applied Perry's unstructured approach to each of the four areas was utilized. Transcribed interviews and SCTs were rated blind. Structural as well as content analyses were performed. Structural analyses revealed no significant sex differences overall or by content area. However, multiple and stepwise regression analyses revealed patterns in which male personality processes consistently focused upon occupational issues while female processes focused upon interpersonal and sexual issues. Ego development was found to be highly correlated with intellectual development for men but unrelated for women. Content analyses suggest that women focus their interpersonal worlds developmentally upon issues of trust while men focus upon issues of rightness. Results are interpreted in the context of recent works by Gilligan concerning sex differences in development.Completing his Ph.D. in clinical psychology at Miami University.
