This paper investigates the relationship between representative democracy and governance networks at a theoretical level. It does so by offering four conjectures and their implications for theory and practice. The incompatibility conjectures rests on the primacy of politics and sees governance networks as a threat. The complementarity conjecture presents governance networks as a means of enabling greater participation in the policy process and sensitivity in programme implementation. The transitional conjecture posits a wider evolution of governance forms towards network relationships. The instrumental conjecture views governance networks as a powerful means through which dominant interests can achieve their goals. Illustrative implications for theory and practice are identified, in relation to power in the policy process, the public interest, and the role of public managers. The heuristic potential of the conjectures is demonstrated through the identification of an outline research agenda.  相似文献

This article looks at the legacy of ‘Berlusconism’ for Italian politics. On the right, we identify a process of fragmentation. As a result of the personalised leadership of Silvio Berlusconi, where loyalties and ties were to il cavaliere as an individual rather than to a party or a political tradition, there is little by way of legacy on the right. Surprisingly, we find that Berlusconi's greatest legacy lies on the left of Italian politics, in the figure of Matteo Renzi. In his savvy manipulation of the media and in the careful construction of his own image, accompanied by a non‐ideological set of political slogans, Renzi has gone even further than Berlusconi. As a result, he may be the one to final bury Italian ‘party government’ and all its associated traditions and ideals.  相似文献

In 2014, at the request of the Brazilian government and under the sponsorship of PAHO, the Cuban government sent 11,400 doctors to work in underserved areas. This article examines the origins and development of this programme, Mais Médicos. The Credit Crunch ushered in an era of austerity with massive cuts and job losses. It highlighted the gulf between the world of real people and the abstraction of high finance. Put simply, to prevent the melt‐down of the global economy, the needs, hopes and ambitions of millions are being sacrificed. Who controls and issues money is key. To be viable any system must be big enough for people to have faith it won't fail, and it has to be administered soundly. Local government is accountable to its electorate and, as such, should put their welfare first. It is essentially an administrative machine and certainly isn't going to go away. A truly local economy could emerge with authorities initially paying part of their staff's wages in local currency and accepting it in payment of rates. At a stroke, job cuts could be reversed and people's skills and experience valued again.  相似文献

The threat of victimization has been regarded as a central feature in both the development and the continuation of youth gangs. Although many studies find the need for protection to be a common reason youth join gangs, recent literature suggests that gang members are at an increased risk of victimization. Given this seeming contradiction between expectations and reality, the current article examines the “objective” and “subjective” dimensions of gang member victimization using panel data collected from youth between the ages of 10 and 16 years. Findings reveal that gang members report higher levels of actual victimization and perceptions of victimization risk than non‐gang‐involved youth. Gang membership is associated with reduced levels of fear, however. Overall, although gangs may not be functional in terms of actual victimization, they seem to decrease anxiety associated with the threat of future victimization.  相似文献

Research Summary This study capitalized on differences in domestic violence prosecution policies between two boroughs of New York City. In Brooklyn, arrest cases generally are filed, but in the Bronx, cases typically are not filed when the victim does not want to proceed. We sampled 272 intimate partner cases declined by the Bronx prosecutor and 211 similar cases filed by the Brooklyn prosecutor. The Brooklyn policy is more costly, and most cases ultimately were dismissed. After 6 months, rearrest rates did not differ significantly between the two boroughs, although victims offered qualified support for the universal filing policy. Policy Implications Prosecutors face conflicting pressures when victims do not support prosecution. Victim empowerment and resource conservation favor declining such cases, but sending a message of zero tolerance favors filing. Our results support an intermediate policy of filing most cases but dropping them sooner to give victims a voice while avoiding heavy investments in cases headed for dismissal.  相似文献

In recent times much has been made of the threat some argue is posed by political advisers to the impartiality of the Westminster civil service. Drawing on survey of senior New Zealand civil servants, this article examines the degree to which political advisers are perceived as a threat to civil service neutrality and describes the form taken by that threat as variously perceived. On the evidence reported, it is suggested that traditional understandings of “politicization” need to be reconceptualized if they are to fully account for the nature of the relationship between political and civil service advisers. To existing conceptions of politicization, therefore, the article proposes adding another: “administrative politicization,” allowing for different gradations of politicization to be identified, and enabling a nuanced assessment of the nature and extent of a risk to civil service neutrality that, the data suggest, is not as great as is sometimes alleged.  相似文献
