Questions Every Judge and Lawyer Should Ask About Infants and Toddlers in the Child Welfare System

We need to change the culture in our courts. Instead of ignoring the special needs of babies and toddlers, we need to recognize that abused and neglected children are at risk for developing negative sequelae as a result of their maltreatment. The science of early development is unequivocal that early intervention can be effective. The following questions were developed as a guide for lawyers, judges, and child advocates in the child welfare system as a first step toward advocacy and intervention for young children. Armed with the questions, the scientific reasons they need to be asked, and the research that provides support, we recommend that these questions be used as a tool and be asked over and over until the needs of maltreated infants and babies are addressed. It is our legal obligation under the Adoption and Safe Families Act of 1997, and it is our moral responsibility to these young children.     

THE STATE AND LOCAL GOVERNMENT FINANCE

The 'dual state' thesis provides a useful starting point in analysing the relationship between the central and local state. However the history of reform in local government finance suggests that the dual state approach underemphasizes a number of important features of the relationship. Notably the degree of diversity which exists between the interests displayed by different sectors of the central state, the vertical linkages which exist between national and local levels and the difficulty of pursuing coherent long term strategies in local finance.     

Political efficacy: A comparative study of the United States, West Germany, Great Britain and Australia

Abstract. Although political efficacy is a key concept in theories of political participation and democratic governance, different studies have conceptualised and operationalised efficacy in different ways. Using comparable survey data from the United States, West Germany, Great Britain and Australia, this study builds upon previous research in an attempt to clarify our understanding of the dimensions of political efficacy and their relationship to socio-demographic factors. The results suggest that 'internal efficacy' and 'external efficacy' are distinct attitudinal dimensions which are comparable in all four nations, and that each is related to certain socio-demographic characteristics.     

MANAGING CULTURAL POLICY: PITFALLS AND PROSPECTS

Cultural policies have become increasingly used by governments to fulfil a large number of policy requirements. The extent to which such policies are capable of being effective in fulfilling governmental goals is open to doubt since there are considerable definitional, methodological, analytical and structural difficulties associated with such policies. This paper identifies and analyses these difficulties and indicates that considerable pitfalls lie in the way of attempts to develop, manage and implement effective cultural policies.
