This independent report for the Media Standards Trust makes the case for urgent reform of the self-regulation of British press content. It focuses on increasing inaccuracy and invasion of privacy by the press, which also suffers declining public trust. These features are linked to major changes in press technology and economics. Unlike comparable trades and professions, the Press Complaints Commission has not updated its structure and procedures to reflect modern standards of transparency, fairness and accountability. There is an increasing interest today in reestablishing Islamic Penal Law in most Middle East countries. The majority of the population apparently favors this change. There are, however, a minority opposed to such changes. This paper examines how those opposed to reinstituting Islamic Penal Law differ from others based on data gathered from 600 respondents in Kuwait. The findings indicate that those most opposed to such a change are the upper or upper middle class. They apparently are opposed not only to reestablishing Islamic Penal Law but also are less orthodox Muslems. Hill et al. (1985) have suggested a measure of protective handgun ownership that can be implemented in an omnibus survey like the General Social Survey (GSS), which does not ask respondents why they own the gun. Using the 1980 GSS and their refined measure, Hill et al. report (among other things) that fear of crime and prior victimization increase the likelihood that men, but not women, will own handguns for protection. Their analysis, however, is Jawed because (1) they made errors in their analysis and (2) their measure of protective handgun ownership is biased. Although members of Congress exhibit considerable stability in their voting decisions on similar, recurring issues, members' long‐term voting histories reveal evidence of systematic instability as well. I argue that members reverse positions in predictable ways when the vote history loses value as a decision cue, and I present empirical evidence for this behavior in the context of the highly salient and regularly repeated House decisions on increasing the federal minimum wage. The empirical findings suggest that reversals of member positions are related to institutional, electoral, and constituency factors. The combination of new public management reforms and 'informatization' is presenting opportunities for the re-engineering of government business activities. Awareness and debate about the implications of this are limited however. Structural reforms to public services need to take account of the notion of information stewardship, and an essential competence of public officials is to manage and use information held in trust. Public service reforms which lead both to fragmentation and to the contract culture have implications for information systems development and implementation. Whilst new technology can be used to alter radically the administrative and service delivery systems of government, technical possibilities must be set alongside issues such as the privacy of the individual and the protection of public interest. The article also discusses the role of the Office of Public Services and Science, and HM Treasury, in stimulating appropriate strategies to cope with these dilemmas. 相似文献
