Party Size and Constituency Representation: Evidence from the 19th‐Century U.S. House of Representatives

Research on congressional parties assumes, but has not directly shown, that party size affects individual members' calculations. Drawing on a key case from the nineteenth‐century House—the secession‐driven Republican hegemony of 1861—this article explores the hypothesis that party voting not only declines but also becomes more strongly linked to constituency factors as relative party size increases. The analysis reveals that the jump in party size coincides with (1) a decrease in party voting among individual continuing members, (2) a strengthening association between some constituency factors and party voting, and (3) patterns of decline in individual party voting that are explained in part by constituency measures.     

FEATURE REVIEW

Between 1987 and 1996 Chinese exports increased by an average of 14% each year. During this decade, export growth became a crucial determinant of overall economic growth. However, as a consequence of the East Asian financial crises, Chinese export growth slowed, threatening the successful implementation of plans to restructure the domestic Chinese economy. This paper traces the reasons for the rapid growth and subsequent slowing of Chinese exports, and asks whether the strategy provides a solid basis for the long term development of the Chinese economy. In particular, the paper focuses on the role and significance of the processing trade in boosting Chinese exports. The high proportion of imported components in processed exports questions whether China is really benefiting as much from export growth as aggregate trade figures seem to suggest.     

Regulation and Human Rights in Socio-Legal Scholarship

This article sets the scene for a special issue of Law & Policy that brings together the themes of rights and regulation. The articles explore a number of settings where rapid changes in political commitments and economic systems, often stimulated by international developments, place pressures on rights regimes. The articles deploy a variety of methods to draw out differences in both focus and approach in the understanding of rights, when compared with regulation. This introductory article provides a more detailed analysis of these differences in approach, and is suggestive of ways in which they may complement each other. We argue that the articles collectively demonstrate the added valued in juxtaposing rights with regulation. They are suggestive not only of a richer understanding of the impact on rights of broad changes in regulatory frameworks, but more particularly argue for the importance of understanding how processes of institutionalization can underpin or undermine rights regimes, and that regulatory measures may form a key aspect of such institutionalization.     

POLICY DIFFERENCES WITHIN THE UNITED KINGDOM: THE CASE OF HOUSING POLICY IN NORTHERN IRELAND 1979–89

This article examines, through a case study of housing, the extent to which national housing policies under the Thatcher government were modified or deflected at the N. Ireland regional level. Three aspects of housing policy - housing expenditure, public sector rents and the 'right-to-buy' legislation are considered and the roles of key actors within the territorial community described. Although similarities with GB housing policy emerge, there is evidence of a distinctive regional approach. Factors which influenced a N. Ireland-specific policy approach are considered and the potential for variance in the future outlined.     

Poverty Among Small Farmers Under Frei and Pinochet, 1968–1986

Abstract — This paper draws on the results of a nation-wide panel study of small farm households interviewed in 1968 and 1986 to complement accounts of Chile's economic performance under the governments of President Frei (1964–1970) and General Pinochet (1973–1989). It is shown that in contrast to macroeconomic trends of increased inequality and impoverishment after 1973, the incidence of poverty in the sample declined slightly but significantly over the period. The result is robust both to the choice of poverty index and poverty line. It is all the more striking because the sample represented the poorest group in Chile during the 1960s. Nevertheless, the incidence of poverty in the sample remained extremely high. In 1967–1968, more than three-quarters of households could not meet their basic needs, while in 1985–1986 this proportion reached nearly two thirds. The fall in poverty may be attributed to a combination of increased coverage of the rural areas by targeted welfare programmes and the effects of the life cycle in increasing the proportion of panel household members eligible for, and dependent on public transfers between 1968 and 1986.
