The Transition to Group Decision Making in Child Protection Cases: Obtaining Better Results for Children and Families

It was only a few years ago that in most jurisdictions across the United States, decisions at each stage of a child welfare case were made by individual professionals (law enforcement, child protection workers, social workers, and judges) who were all a part of the community's response to child abuse and neglect crises. In the last decade, the development and continuing evolution of best practices have brought about many changes in how professionals approach the resolution of these issues, how they convene interested persons in the decision‐making process, and how families and children participate in decisions. This article will examine some of these changes, with a particular focus on the expanding use of groups and the inclusion of families in these groups to make better decisions in child protection cases.     

Juvenile Mental Health Court: Rationale and Protocols

Under the sponsorship of the judiciary, the Santa Clara County, California Juvenile Court, in partnership with the Juvenile Mental Health Department and a technical assistance agency (SOLOMON), has pioneered a Juvenile Mental Health Court for seriously mentally ill children who have become involved in the criminal justice system. The judiciary, probation department, district attorney, public defender, county counsel, and service providers have collectively embarked upon the implementation of a modern approach to mental health diagnosis, triage, and treatment services for youth and families who come in contact with the justice system as a result of the combination of serious mental illness and juvenile delinquency. This article presents the court's rationale and protocols.     

The Seriousness of Crime Revisited: Have Attitudes Toward White-Collar Crime Changed?

Social commentators have often observed that the public is indifferent to white-collar criminality. However, the growing attention that white-collar crime has received in recent years raises the possibility of changes in the public's perceptions of such violations. By replicating Rossi et al.'s survey in 1972 of the seriousness of 140 offenses, the present research presents data indicating that white-collar crime has increased in seriousness more than any other offense category, but that it is still viewed as less serious than most other forms of illegality. When different types of white-collar crime were analyzed, we found considerable variation in ratings, with high a degree of seriousness attributed to offenses involving physical harm. Further, while all categories of white-collar criminality increased in seriousness, attitudinal changes have been particularly apparent toward two types, Violent and Corporate Price-Fixing.     

Better the Devil: A Response to Gus O'Donnell's ‘Better Government’

Gus O'Donnell's vision of ‘better government’ is presented as a critique of party politics, most specifically the short‐termism, selfishness and incompetence of elected politicians. There are few people better placed than O'Donnell to form such judgements. However, O'Donnell goes much further, by calling into question the legitimacy of the democratic system which gives rise to party politics. His article outlines several mechanisms by which the exercise of power by elected ministers could be constrained by a managerialist accountability framework, without addressing the question of who determines the appropriate framework for ministerial performance. The House of Commons is condemned as ‘too politicised’. O'Donnell also offers substantial praise for apparently ‘depoliticised’ policy‐making processes, overlooking the inherently political constitution of such processes. In doing so, O'Donnell claims to be challenging party politics on behalf of voters/taxpayers, but instead seeks to dismantle any possibility of the public expressing a collective will via the ballot box that might challenge the immutability of the market economy.     

Labour's Lost Youth: Young People and the Labour Party's Youth Sections

Falling levels of membership and activism are threatening the Labour Party's status as a mass party. This problem has to be seen in the context of growing disillusionment with formal politics in Britain, especially among young people. If Labour continues to fail in socialising future generations of members and activists into its mission, its fate will be sealed. This article examines Labour's relationship with young people, with particular attention to the organisation of the Party's youth sections. It utilises the results of original research into the attitudes of young members to diagnose the problem of young people in the Labour Party, and assesses the prospects of meaningful reform.
