Racially conditional donation: the example of umbilical cord blood

While direction of donated tissue to family members has long been accepted, direction to members of specific racial groups has been opposed, on the basis that it is discriminatory and contrary to the ethos the institution of organ donation seeks to promote. It has, however, recently been proposed that racially conditional donation may provide a useful--and ethically acceptable--way to address the social inequalities and injustices experienced by certain cultural groups. This article examines the ethical, legal and cultural arguments for and against racially conditional donation, concluding that the practice is more likely to undermine the values of equity and justice than to promote them and that it may also lead to other unfavourable personal and social outcomes.     

Why are highly informed citizens sceptical of referenda?

Past work on attitudes toward the use of referenda finds that the most politically informed citizens are more sceptical of its use than their less informed counterparts. An intriguing tension presents itself in that those citizens who may be best equipped for referendum voting, the highly informed and politically sophisticated, are the least likely to support the use of this tool of direct democracy. Using data from Canadian Election Studies, we consider three explanations for relative referenda scepticism among political sophisticates. Our analyses provide evidence to support a confidence in government explanation and a concern for minority rights explanation, but not an incompetent public explanation – a curious finding considering the centrality of citizen competence in the theoretical literature on referenda.     

The numerical Hatze-model: also qualified for calculations on children?

The aim of this study was to find out whether the Hatze-model, which is specifically designed for adults, is suitable for calculations on children as well. By means of that program it is possible to calculate various parameters of the human body. After the collection of data and analysis of the results according to Hatze it becomes evident that this model provides good results only for the calculation of the total body mass. As regards the body segments, there are significant under- and overestimations. The same applies to the calculation of mean body density. Indeed there is a significant gender dimorphism indicating that girls have a higher fraction of body fat than boys. However, the values are far below those described in the literature. Due to the formula, the values of the centres of gravity are linear and congruent in both sides of the body. Interpretation of the results is difficult, as there are no valid reference values. Furthermore the program is not able to take characteristic shapes and proportions of children into account. For this reason 88% of the children are defined as either pregnant or obese. In summary, the study shows that the present model should not be used to calculate children and the human models have to be designed specifically for children.     

War, Rivalry, and State Building in Latin America

Scholars of Latin America have recently begun to apply the bellicist approach to state building to the region, the central claim of which is that wars are a great stimulus to centralizing state power and building institutional capacity. This article argues that current applications of these models of state building are too narrowly specified to be of much use in Latin America or elsewhere in the developing world. Replacing the focus on interstate war with the more general phenomenon of interstate rivalry, alongside the consideration of intrastate rivals, allows us to account for the impact of both external and internal forces on the development of the state. I demonstrate the utility of this approach through several cross-sectional time-series analyses that provide evidence that external and internal rivals affect the Latin American state in a manner consistent with the general nature of bellicist theory.
